Job Summary
• This vacancy is being announced at two different levels:
HR Specialist 1
and
HR Specialist 2.
The final job class will be determined based on the selected finalist's qualifications and responses to the interview questions*
This position will assist the Regional Human Resource Director in administering the human resources responsibilities for the Minnesota Correctional Facility (MCF) - St. Cloud.
Job responsibilities include:
Consult with facility managers and supervisors in the implementation and administration of collective bargaining agreements/plans so that management rights are protected, and labor relations are effective.
Advise managers and supervisors regarding procedures and requirements concerning investigations of employment misconduct.
Provide professional guidance and assistance to managers, supervisors, and employees regarding staffing, performance management, compensation, worker's compensation, and leave programs including requests for paid and unpaid leaves of absence. Ensure compliance with state statutes, federal law and employment related practices.
Represent the Regional HR Director in his/her absence and provide direction on day-to-day operations of the Human Resource Office at the facility, as needed.
Complete special assignments and perform other duties as needed.
Applicants may primarily telework but should expect to perform some work at the human resources office within the Minnesota Correctional Facility - MCF St. Cloud.
Minimum Qualifications
To qualify for the

One (1) year of Human Resources (HR) experience with responsibility in applying and interpreting collective bargaining agreement provisions and HR administrative procedures and policies.
To qualify for
HR Specialist 2
, applicants must meet BOTH of the following qualifications:
Two years of Human Resources (HR) experience in an HR Generalist role. (NOTE: Completion of a Bachelor's degree in Human Resources or a related degree program, including but not limited to Business Administration, Public Administration, Psychology, and Organizational Behavior may substitute for one year of experience)
Experience in labor relations, including contract/pay plan interpretation, grievance administration, labor/management relations, performance management, conducting and consulting on employment investigations, discipline and discharge.
All applicants who meet the above experience/education requirements will be further evaluated based on the following:
Experience administering the Family Medical Leave Act (FMLA) and other forms of paid and unpaid leaves of absence.
Knowledge of and ability to interpret and administer collective bargaining agreement or company handbook provisions, handle grievances, monitor and track disciplinary actions and evaluate and assist with investigations of misconduct.
Knowledge of workers' compensation law, terminology, administration, rehabilitation and financial effects/payments.
Knowledge of Federal and Minnesota statutes and regulations related to human resources including the ADA Amendments Act (ADAAA), Fair Labor Standards Act (FLSA), the MN Human Rights Act, and Title 7 of the Civil Rights Act of 1964, as amended.
Knowledge of the processing of unemployment insurance claims.
Skills in using a human resources information system (preferably PeopleSoft) to review employee/position information.
Keyboarding skills and skills in using word processing and spreadsheet software (preferably Microsoft Word and Excel) sufficient to create and edit correspondence and develop and maintain spreadsheets to track data.
Verbal and written communication skills sufficient to effectively explain procedural information to managers, supervisors and employees; compose correspondence and reports; and prepare and present procedural training to managers, supervisors and employees.
Strong organizational skills and attention to detail; capable of handling multiple projects simultaneously while meeting deadline objectives.
Ability to handle sensitive information with tact and diplomacy, maintain confidentiality.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
Bachelor's or advanced degree in Human Resources or a related degree program, including but not limited to Business Administration, Public Administration, Psychology, and Organizational Behavior.
State of Minnesota human resources experience.
Human resources experience in a continuous, 24-hour operations organization (7X24X365).
Experience in workers' compensation law, terminology, administration, rehabilitation and financial effects/payments.
Experience in reviewing and responding to unemployment insurance claims.
Knowledge of the Public Employment Labor Relations Act sufficient to assist in the labor relations process.
Knowledge of Minnesota statutes and regulations related to human resources including M. S. 43A (State Personnel Management) and the Public Employment Labor Relations Act (PELRA), as well as State of Minnesota personnel policies, rules and administrative procedures.
Knowledge of Minnesota Department of Corrections' organization, practices, and policies.
