ABOUT THIS POSITION
The Community and Economic Development (CED) Department is a dynamic and fast paced environment with a broad range of economic development services and high priority projects. This department works with businesses to locate, expand, and strengthen the community by creating and retaining jobs, facilitating development investments, and promoting Phoenix nationally and internationally, which helps develop our workforce, enhance City revenue, and improve the quality of life in Phoenix.
Currently, this department has a vacancy for an Accountant II in the Financial Services area which is responsible for supporting these economic development efforts while helping to maintain a fiscally sound organization that conforms to legal requirements and adheres to generally accepted financial management principles. This position will have financial accounting, accounts payable, and purchasing responsibilities, and will work closely with the Accountant I, department staff, and the city's Finance Department to administer the department's financial accounting processes.
Additionally, the Accountant II will be assisting the Economic Development Fiscal Supervisor with managing the department's operating, CIP and revenue budgets by running budgetary reports, conducting preliminary expenditure and forecasting analysis, and reconciling the department's financial accounting transactions to program or division budget reports. This position will report directly to CED's Economic Development Fiscal Supervisor.
Essential Functions include but are not limited to:
Performing and maintaining the department's accounts payable, accounts receivable, and budget reporting processes.
Preparing account receivable invoices and cash receipts.
Creating and maintaining detailed spreadsheets using Excel and SAP to balance and reconcile accounts.
Overseeing bank reconciliation of specialty accounts.
Analyzing, evaluating, and reconciling accounting related problems.
Preparing reports and financial statements.
Preparing fiscal reports for Federal grants and assisting city staff with budget monitoring and reporting grant financial activity.
Reviewing, developing, analyzing, and modifying accounting and procurement procedures to ensure efficiency and accuracy.
Working with staff to ensure cost recovery processes are maintained.
Providing backup to other Financial/Management Services team members and assist with special projects, as needed.
IDEAL CANDIDATE
Knowledge of budgetary and financial software and systems.
Excellent written and verbal communication skills with the ability to communicate effectively with all levels of the organization.
Excellent critical thinking and problem-solving skills, with great attention to detail.
Well-developed competencies in complex decision making, effective communication, personal and interpersonal skills, and managing projects.
Familiarity with accounting transactions rules, regulations, and internal controls.
Ability to analyze and interpret complex agreements and administrative regulations.
Ability to work independently and in a fast-paced environment.
Ability to efficiently manage multiple priorities in a dynamic environment and be able to work independently with minimal supervision.
SALARY
Pay Range: $55,806 - $100,235 annually.
Hiring Range: $55,806 - $86,590 annually.

MINIMUM QUALIFICATIONS
Three years of professional level experience in accounting.
Bachelor's degree in accounting or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
Experience with/in:
Master's degree in accounting, business, or a related field, is preferred.
Proficiency in SAP/SRM.
Proficiency in Microsoft Excel with creating and maintaining detailed spreadsheets to reconcile accounts.
