JOB SUMMARY:

The Transportation Inspector is responsible for inspecting and monitors construction projects impacting public rights-of-way and public easements to ensure compliance with related municipal codes and standards to ensure that work is being done according to applicable plans and specifications. Duties include but are not limited to conducting inspections; reviewing plans; maintaining records and files; preparing reports; and investigating problems.

ESSENTIAL DUTIES/ RESPONSIBILITIES:

Oversees, inspects, and assesses construction projects.
Performs inspections of construction sites to ensure compliance with federal, state, and city codes, ordinances, and regulations.
Ensures that contractors are current with required permits. Maintains a listing of projects and areas in need of repair.
Prepares reports and supporting documentation and drafts resolutions for repairs.
Responds to questions and requests for information by telephone, in person, or mail from customers, employees, and department heads.
May train and mentor Transportation Construction Inspectors on industry best practices and standards.
Witnesses' construction, verify use of appropriate methodologies and document results.
Identifies problems and makes field decisions as necessary to bring projects into compliance with city code.
Documents construction progress, field changes, and inspections.
Ensures that project applicants are fully informed of city requirements, necessary permits, relevant processes, and deadlines from time of initial contact to final acceptance of the project.
Monitors implementation of traffic control plans to ensure compliance with applicable regulations.
Assists in ensuring that contractors meet all licensing and insurance requirements for working in the City of Atlanta.
Reviews permit applications for work located in or impacting public rights-of-way and public easements. This includes but is not limited to the following: Performs field visits and provides input on proposed permit applications. Assists engineering staff with review of construction plans and reports. Issues permit approvals on applications not requiring engineering review.
May issue stop work orders and/or coordinate with enforcement staff as necessary to achieve compliance.
Supports enforcement efforts by analyzing issues and providing documentation for necessary City departments, such as City Attorney's office and Code Enforcement, and testifies in court, as necessary.
Inspects the quality of work in the construction and alteration of the city's right of way.
May assist with scheduling appointments and reviewing and approving plans in compliance with the city ordinances and regulations.
Makes independent decisions concerning construction projects. Selects from multiple standardized procedures, written instructions, and methods to accomplish assignments.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of the principles, practices, and procedures of inspections and applicable laws, ordinances, and regulations as necessary in the completion of daily responsibilities.

Skill in effectively communicating and interacting with contractors, management, employees, members of the public, and all other groups involved in the activities of the city as they relate to the department.

Ability to read, understand, and interpret construction and engineering reports, plans, and specifications, and ability to make basic office and engineering calculations.

Understands typical procedures and documentation requirements for DOT/FHWA projects.

QUALIFICATIONS:Minimum Qualifications - Education and Experience

High school diploma or General Equivalency Diploma (GED).

2 years of surveying, inspecting, engineering, or construction management experience required; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Preferred Education & Experience

Associate's degree in engineering or building construction and 3-5 years of surveying, engineering, or construction management experience preferred.

Familiarity with Manual on Uniform Traffic Control Devices (MUTCD) - FHWA

Required Licensures and Certifications

A valid driver's license is required.

Frequently required to stand up to eight hours or more at a time
Required to walk in rugged conditions
Work in adverse weather conditions
Use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear
Occasionally required to walk, sit, climb or balance, and stoop, kneel, crouch, or crawl
Frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 125 pounds
Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus
