Requirements:


An engineering, architecture, or construction management degree from an accredited university and a minimum of seven years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order. Design office experience shall not count toward an employee's experience

A Professional Engineering License (PE) is acceptable in lieu of a degree. Overseas experience is preferred

Must have Final Secret, Interim Top Secret (ITS), or Final TS security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the time of proposal. At the time of deployment to overseas OBO construction sites for performance on this contract, employees shall possess at minimum a Final Secret clearance. However, all employees must be able to obtain a Top Secret clearance

Knowledge of International Codes required

Experience in assessing and responding to Requests for Information (RFI)

Experience in reviewing and evaluating design calculations and data from an engineering perspective

Knowledge of Construction Safety regulations, i. e. EM 385-1-1, OSHA, etc.

Knowledge of Microsoft Suite, i. e. , PowerPoint, Excel, and Word

Physical Requirements:
Some of the essential functions of the job have a physically demanding component. In the execution of the duties and tasks listed above, Construction Engineers MUST have the ability to:
Work in confined areas such as crawl spaces, attics, utility pits, tunnels, manholes, and other confined spaces

Work from heights such as rooftops, ledges, scaffolding, including climbing extension ladders and scaffolding

Move and handle heavy objects (up to 50 pounds of weight) such as equipment, tools, and other building materials

See objects that are near, far, in color, or at night, possibly including depth perception

Hear speech or other sounds, possibly including sufficient sensitivity to hear sounds of low volume or in noisy environments

Manage periodic work that requires regular and recurring periods of prolonged standing, bending, and stretching

Demonstrated experience coordinating construction activities in an occupied facility with a construction contractor without day-to-day contact from the TPC's supervisor. Ability to work directly with affected end-users to coordinate Post needs with construction progress.

Ability to work night shift or weekends as required to accommodate the construction schedule. Regular working hours on the project are 1PM-11PM Monday-Saturday.

Experience coordinating day to day with Post or other affected end-users on an occupied facility as the initial contact on the OBO team. Candidate should demonstrate success addressing end-user concerns with construction activities, which could include coordinating material delivery or equipment into the compound, coordinating site visits for the contractor's vendors with Post's security requirements, scheduling work between day and off-hours shifts and scheduling actions which may affect embassy operations but are required to carry-out the scope of work such as power or utility shutdowns.

Experience maintaining all internal logs for a project such as submittals, RFIs and inspection logs. Preparing construction administration responses incorporating input from applicable subject matter experts into a consolidated response using ProjNet or other Project Management Software.

Experience with coordinating and observing final commissioning of Embassy/Consulate (or other large building) Electric systems, technical security upgrades, architectural works and/or systems furniture installation.

Experience providing quality assurance inspections during construction, developing punch lists, reviewing pay applications and providing recommendations to a PD/COR to accept work

Possess a Construction Management degree from an accredited university in the United States and a minimum of seven (7) years' experience on construction projects of similar scope and value to the project supported by this Task Order. In addition to a Construction Management (CM) degree, candidates with demonstrated experience in Construction Management who possess ME, EE, Architecture and CE degrees will also be considered

PROJECT DURATION:
12 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM

Performing selective Improvements of Electric and Mechanical systems in an active Consulate BuildingThe project replaces and upgrades major building electric, telecom and technical security systems in the existing building. Air conditioning condensers will be placed outside the building in an existing structure with minor modifications to that shelter in order to provide conditioned space in the Consulate.

The building is fully occupied, and work will be phased, primarily by floor but will require cable pulls and intrusions in occupied areas throughout the course of the project.

The building is on The Netherlands Historic Monuments Commission list. Protection of historic finishes are required. Project will require visits from the Monuments Commission during the project to ensure compliance with protection of historic finishes.

Preparing schedule and progress updates for the Project Director.

Performing a wide range of construction management functions, assisting the OBO Project Director (PD) as a Construction Manager (CM) and management expert for planning, directing, managing, and coordinating the Department's overseas construction projects, and working with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule, and cost goals of the OBO Construction Management projects. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:
