Career Opportunity - 1-year Term

Reporting to the Director, Human Resources and Organizational Development, the Human Resources Manager is primarily responsible for implementing and overseeing the day-to-day operations of the human resources department.
This includes the external and internal hiring and recruitment processes, tracking and maintaining all personnel records, employee benefits plans, administration of the collective bargaining agreement, participating in the grievance process and advising staff on Human Resources related matters, and overseeing the administration of the job classification plans.
The Manager will also take on special projects.

Responsibilities

Administration

Oversee the administration of the Collective Agreement, in-scope and out-of-scope Class Plans, investigation and resolution of grievances, disciplinary situations and conflict resolution
Oversee the administration of personnel functions related to staff appointments, salary and benefits, seniority and leaves, and short-term contracts in accordance with the terms and conditions of the Collective Agreement and terms and conditions established for out-of-scope staff.
Maintain confidential personnel files, time and attendance system (Sonic Enterprise Manager) and human resources management system (Sage HRMS).
Provide leadership and advice to management in the human resource recruiting process through the development of position descriptions, participation and support in the interviewing process, administration of the internal and external job posting/advertising process, etc.
Represent the College on provincial committees related to human resource management initiatives.
Oversee the administration of the College's Employee Benefit Plans.
Administer the classification plan/job evaluation system with the union representative for the classification plan.
Administer the Education Support Program.
Support the education program on privacy initiatives as they relate to private and confidential personnel information.
Maintain current knowledge and comply with the provincial regulatory requirements.

Planning

Identify, design and implement strategic HR projects, as and when required.
This will include the review of the current time and attendance and human resources management systems.
Participate with senior management in the development of an overall strategic plan for the College.
Participate with senior management in the development of the College budget.

Qualifications

An extensive knowledge of the principles, methods, and procedures associated with staff training, recruitment, retention and employee relations; research; needs assessment and program evaluation, investigations and mediation, which is usually obtained through a related undergraduate degree, preferably in administration or commerce with a major concentration in human resources or
Equivalent education with considerable relevant experience in human resource management may be considered.
Cultural competence, including demonstrated skills in creating a diverse, equitable and, inclusive workplace.

Other Requirements

A valid driver's license as the position requires travel
A satisfactory criminal records check is a condition of employment
