The House of Commons' Human Resources Services is currently looking to staff the Deputy Director, Labour Relations position.

The Deputy Director, Labour Relations is responsible for providing strategic direction and overall planning in the development, implementation and monitoring of various programs and services that promote a proactive and sound employee and labour relations environment at the House of Commons. The incumbent is responsible for the provision of employee and labour relations advice, establishing solid working relationships with management and the bargaining agents, formulating collective bargaining strategies, working with management to resolve workplace issues and being proactive in establishing positive strategies to deal with employment matters.

The ideal candidate has excellent interpersonal and communication skills and is effective in dealing with conflict and the resolution of sensitive issues in a high-profile environment. The Deputy Director, Employee Relations possesses strong analytical, problem-solving and critical thinking skills and is a natural collaborator who excels in a consultative environment.

Qualifications

Education:

  • University degree in a relevant field such as, but not limited to, Industrial Relations, Human Resources Management, Business Administration OR a relevant combination of education, training and experience.

Experience:

  • Extensive experience at the management level in labour relations and/or in human resources services in a unionized environment.
  • Experience analysing and assessing key bargaining issues.
  • Experience planning and managing labour relations programs.
  • Experience with the interpretation of collective agreements, conditions of employment and related policies and legislation.
  • Experience in the evaluation and analysis of various labour relations matters, providing expert knowledge in the areas of legislation, regulations, policies and case law, and making appropriate recommendations.
  • Experience managing grievances and employment relations complaints.
  • Experience preparing submissions, presentations, proposals and briefings for senior management or executives.
  • Experience negotiating service contracts and managing human and financial resources.

Assets:

  • Experience with collective bargaining.
  • Experience as trainer or facilitator.
  • Experience developing innovative workplace programs.

Additional Information

The purpose of this recruitment and selection process is to staff one (1) position on a 24-month term, with the possibility of extension and/or indeterminate appointment.
