The mean-squared error for any estimate of a nonrandom parameter has a lower bound, the Cramr-Rao Bound (Cramr (1946) pp. 474-477) , which defines the ultimate accuracy of any estimation procedure. This lower bound, as shown later, is intimately related to the maximum likelihood estimator.

This bound simplifies greatly if the estimator is unbiased ( b 0 ). In such problems, the estimate's error characteristicsof any parameter become intertwined with the other parameters in a complicated way. Any estimator satisfying the Cramr-Rao bound with equality is said to be efficient .

Nevermind i just realied that the graph is the phons output for a person with normal hearing and not just the phons output of the sound waves power, I should read the entire thing next time
