This position will coordinate the development of additional funding from Federal, State, Local, Private, and Non-Profit grant sources to meet the needs of the community and includes program advocacy and outreach from local to national levels.

GENERAL RESPONSIBILITIES
This position is responsible for the direction and management of all Head Start Center (hereinafter, Center) functions to include development and implementation of the department budget, staffing, operations, and maintaining compliance. This includes advanced or specialized knowledge and skills in managing Head Start Component Area responsibilities. This position will collaborate with the Center team, the Director of Education and Career Services, Tribal Administrator, Education Board, Policy Council and Tribal Council to provide leadership in the planning, design, implementation and evaluation of all program systems for continuous quality improvement.

This is a non-exempt position at 40 hours/week for 52 weeks/year (negotiable). Continuation of position is contingent upon funding allocations. STANDARD QUALIFICATIONS:
All employees of Stockbridge Munsee Community must meet the following qualification:
1. Must submit to and pass a pre-employment drug and health screening.
2. Must be at least 21 years of age
3. Must maintain an acceptable departmental attendance record
4. Must be able to work weekends, nights and holidays
5. Must obtain and maintain Elder/Youth License

DUTIES AND RESPONSIBLITIES:
1. Build an understanding of the Center program by communicating its philosophy, mission, and services to staff, families, tribal leaders, and the community.

2. Manages the Center program and staff ensuring compliance with all Federal (HSPS), State Tribal, and Local policies, performance standards, regulations, and procedures to provide quality programs and services for all Center children and families.

3. Manages the program component areas of Family & Community Partnerships, Health, Behavioral Health, Disabilities, Safety, Transitions, and Parent Involvement.

4. Ensures the staffing structure supports the program's mission and goals by maintaining an adequate number of qualified personnel.

5. Facilitates and/or provides ongoing continuing professional development, training and technical assistance for all Center team members.

6. Maintains current program and leadership knowledge by examining program-related materials and current research related to developments in early childhood programs.

7. Provides support to personnel supervision, training, hiring, retention, evaluation, and termination.

8. Development and oversight of coursework in curriculum planning, implementation, and evaluation. Assists in the development of daily detailed classroom lesson plans.

9. Identifies programmatic long and short-term goals and outcomes for continuous quality improvement to meet the continuing growth of the Center Program.

10. Develops, implements, and interprets Stockbridge-Munsee Center Department policies and procedures to meet the needs of the service population. Works cooperatively with Center Parent Committee and Policy Council on to Center Department Policies/Procedures.

11. Develops, maintains and updates monthly departmental action plans.

12. Maintains effective, appropriate communication to the Center Policy Council, Federal Office of Head Start and WI Department of Health Services personnel.

13. Develops and maintains a comprehensive recordkeeping system for team, PIR (Program Information Report), Program volunteers and type/quantity of support services provided.

14. Ensures DCF-Group Child Care licensing and requirements for compliance for the Center.

15. Completes and submits, and/or oversees the submission of regular monthly professional reports to the Director of Education and Career Services, as well as annual Program Self-Assessment, PIR, Community Assessment. The community assessment requires gathering data and providing a comprehensive report which details the local Center service area, Tribal population and early childhood network every three years. Completes annual updates on alternating years.

16. Assures remediation of any non-compliances identified during delegate or grantee assessment and incorporates recommendations into planning for program improvement and provides timely, accurate response/evidence of correction to the Federal Office of Head Start.

17. Networks and coordinates services with other Tribal programs, County, State, Private, and Federal agencies. Collaborates with community partners to foster comprehensive community services for children and families as defined by the Federal Office of Head Start and the Head Start Performance Standards.

18. Develops, implements, and monitors the Center budget exercising prudent stewardship of program resources based on program financial reports and applicable Federal, State and program financial requirements. Seek additional funding through Federal, State, Local, Private, and Non-Profit grant sources.

19. Reviews and analyzes monthly financial and statistical reports to assess the budget status and to initiate preventative measures to avoid problems. Monitors agreements for the purchase of goods and services and monitors administrative costs, assuring budgetary compliance.

20. Demonstrates a solid understanding of the Federal Office of Head Start Performance Standards; Head Start Child Development Outcomes Framework; demonstrates thorough knowledge and application of developmentally appropriate practices to assure adherence to program policies.

21. Assists team in conducting home visits and Parent/Teacher Conferences.

22. Assists in the identification of children who may require referral for special services.

23. Facilitates transition from Center, home, and or other early childhood education and care settings, as necessary.

24. Fills in as a Teacher, Assistant Teacher, or cook when the program staff are unavailable.

25. Advances program practice by promoting a positive working environment and working collaboratively with other staff to understand and support the adoption of best practices for children, families, and staff.
