SALARY:
$100,000 - $120,000 annually
BENEFITS:

The Senior Compliance Manager is responsible for providing leadership and strategic guidance to the Compliance Department, ensuring adherence to regulatory requirements and internal policies.
This role oversees a compliance team, serves as an expert advisor on compliance matters, and drives continuous improvement initiatives to enhance operational efficiency and support business objectives.
Responsibilities:
Ensure Low Income Housing Institute's programs adhere to applicable local, state, federal and other laws relating to the delivery of service.
Create, review, and update compliance policies and procedures specific to affordable housing and homeless service program regulations.
Develop and document LIHI policies and procedures regarding tenant eligibility and income-certification that are compliant with all tax credit, HOME, HTF and HUD regulations and guidelines.
Develop and maintain positive relationships with government agencies and contractors to ensure contracts are executed and amended in a timely manner, and all business operations comply with laws and the LIHI compliance program.
Coordinate and support external audits, monitoring visits and inspections.
Assist in the development of policies and procedures to enhance compliance efforts.
Provide regular updates to agency leadership on compliance risks, changes in regulations, and potential impact on operations.
Monitor program performance and prepare reports for management and stakeholders.
Make recommendations for adjustments to compliance strategies as necessary.
Advise and assist with responses to compliance requests from WSHFC, Tax Credit syndicators and other funders as needed.
Educate LIHI teams on regulations, ethical standards and documentation requirements.
Conduct investigations, implement corrective actions, and maintain incident records.
Establish systems for reporting and managing compliance incidents.
Stay updated on emerging regulations, industry trends, and best practices.
Remain current on tax credit, HUD, Section 8, and occupancy requirements (attends trainings and workshops).
Foster a culture of compliance across the agency.
Supervise, train, develop, and provide support to LIHI's Compliance staff.
Develop and maintain risk management framework.
Provide leadership at assigned sites that need assistance with annual certifications.
Assist in the lease-up process of newly constructed, renovated or acquired properties.
Audit properties for compliance with applicable laws and funder requirements.
Other duties as assigned.
Minimum Qualifications:
Bachelors degree or higher with 5 years experience or Associates Degree with 7 years experience or equivalent housing industry compliance experience.
5-7 years of work experience in compliance management, audits, policy creation and adherence.
Demonstrated experience with compliance for a large LIHTC, HUD, HTF, HOME, and/or Sec. 8 portfolio.
Proven experience supervising, training, and providing support to compliance and housing management staff.
Proficiency in Microsoft, Adobe, and Google Office products.
Experience working with low-income communities.
Working knowledge of property management software.
Knowledge of residential property management, building systems and housing quality standards.
Experience conducting risk management audits.
Excellent written, oral, and email communication skills.
High attention to detail and highly organized.
Excellent problem solving skills.
Critical thinking and data analytics.
Training and experience in multiple regulatory programs:
HUD, Tax Credit, HTF, WSHFC and HOME.
Knowledge of Fair Housing and Landlord/Tenant laws.
Professional communication skills.
Must have access to reliable transportation.
Must pass criminal background checks and drug screening.
Able to work remotely and in an office environment.
Preferred Qualifications:
Proven experience in vendor risk management and complaint management processes.
Knowledge of Boston Post property management software or comparable property management software.
Proven experience working with the Combined Funders Web-Based Annual Reporting System ('WBARS').
Proficient application of risk assessment and risk management methodologies.
Ability to research, read and interpret regulations, and advise the business.
Ability to communicate, collaborate and manage relationships with internal and external stakeholders at various levels within and outside the organization.
