Description

Working under the general direction of the Department Director, the Risk and Safety (R&S) Manager plans, develops, implements, administers, directs, evaluates and maintains programs necessary to ensure a safe and healthy environment for employees and visitors and to protect San Juan County against losses. Works closely with the Risk Pool and manages claims against the county. The position is also responsible for the development, management and implementation of a centralized, comprehensive and coordinated risk management program. The position requires collaboration with a broad range of internal customers and stakeholders. This position oversees the employee safety committee, ensuring the committee follows state law and manages itself effectively. The Risk and Safety Manager assumes responsibility for the organization Safety program and policy manual.
Examples of Essential Duties

  1. Responsible for the planning, evaluation and implementation of a comprehensive risk management program consisting of safety programs, worker injuries, loss control and claims handling.
  2. Organizes and maintains all files for risk and safety items including tort claims, incident reports, courthouse security reports, property schedules, insurance policies and risk pool items.
  3. Obtains and receives Certificates of Renewal and distributes as needed.
  4. Reviews and analyzes the county's claim and risk management policies and procedures; develops and recommends new and/or improved risk management policies and procedures; coordinates, monitors and adjusts risk management techniques for efficiency.
  5. Receives claims against the county. May send claims to the risk pool. Provides evaluation and recommendations for resolutions. Works in conjunction with the risk pool and Prosecutor's Office for high exposure claims.
  6. Receives incident reports and distributes to others as appropriate.
  7. Liaison to the risk pool to coordinate the annual insurance renewal processes.
  8. Responsible for updating the property schedule and communicating updates to the risk pool.
  9. Investigates employee injuries and resolves safety concerns. Works in conjunction with the Leaves of Absence administrator to manage workers compensation claims.
  10. Oversees and provides guidance to the Employee Safety Committee Ensures the group has effective, productive meetings and maintains compliance with state law and regulations. Ensures recognition and transparency for the group's activities. Tracks and monitors Safety committee requests through resolution.
  11. Builds county wide engagement in Safety adherence.
  12. Provides oversight of the County's safety programs and ensures compliance with safety policies and practices. Develops and reviews requests for updates to the safety manual and ensures a formal written accident prevention programs are in accordance with WAC ***5. Presents to County Council for approval.
  13. Reviews county contracts and evaluates insurance requirements, including maintaining valid insurance certificate documents as required.
  14. Oversees post-work-related accident procedures. Reviews post-accident procedures and ensures compliance with County policies.
  15. Works closely with other Human Resources staff on workers compensation claims, reviews claim updates and participates in return-to-work programs.
  16. Serves as the San Juan County representative for L&I or OSHA investigations.
  17. Collaborates with other Departments, builds relationships and asserts informal authority to ensure safety compliance across the organization.
  18. May oversee the County employees motor vehicle records to assure compliance with the County's policies and procedures.
  19. May oversee the management of the County's Commercial Driver's License (CDL) program ensuring employees have appropriate certifications for their role. Reviews and remains up to date on new legislation related to the CDL program.
  20. Works as a member of the Human Resources team, assists coworkers and participates in other departmental projects as time allows.
  21. Attend necessary job-related training to keep skills current and maintain certification.
  22. Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42. 52.
  23. Perform other related duties as assigned.
Minimum Qualifications

Any combination of education and related experience sufficient to provide the requisite knowledge, skills and abilities.
  • Bachelor's Degree in Business Administration or related field.
  • At least five (5) years of progressively responsible work experience in risk management (claim and insurance administration, risk assessments, and work safety programs).
  • At least three (3) years of experience leading internal stakeholder groups
  • Ability to complete WCRP risk management requirements within one (1) year of job placement is required.
  • Certified Risk Manager (CRM) or Associate in Risk Management (ARM) or related certification is preferred

  • Principles, practices, regulations and legislation related to public sector risk management and
    insurance
  • Contract language and procedures for evaluating liability provisions
  • Use and understand a wide range of software programs, especially database applications,
    including spreadsheets, report and presentation applications
  • Understand and analyze complex documents, reports, codes and regulations
  • Lead and support cross-functional management of safety initiatives
  • Learn new co.
