Environmental Conservation Director III

Overview

The Agency of Natural Resources' Department of Environmental Conservation seeks a talented and effective leader for a rare opportunity to serve as Vermont's Director of Water Investment.

Comprised of six programs, the Water Investment Division manages Vermont's State Revolving Loan Funds including a large proportion of the Bipartisan Infrastructure Law investment, for clean water and drinking water infrastructure.
The Division also manages the administration of the Vermont Clean Water Fund and of Capital Fund appropriations that support water infrastructure throughout Vermont.
The Division coordinates annual reporting for these funds, publishing annual State Revolving Fund, Clean Water Investment, and Tactical Basin Planning Reports, and related reporting to Federal Agencies.

Water Investment Division programs integrate with other agencies of the Federal and State Government that also participate in water infrastructure funding.
These include USEPA, USDA-Rural Development and NRCS, Lake Champlain Basin Program, and the State Agencies of Agriculture, Commerce and Community Development, and Transportation.
The Division implements several American Rescue Plan Act-funded programs that support Vermonters.
The Division provides project engineering and implementation services to the Agency for a variety of projects, including construction and maintenance of state park facilities, fish culture stations, access areas, and dams.
The Division also operates the Dam Safety Program, which regulates non-power, non-federal dams and endeavors to protect public safety relative to dams.

The mission of the Division is to steward and sustain public investment in water resources and infrastructure by securing and targeting financial and technical assistance while ensuring transparency and accountability to the public and stakeholders.

Essential skills include highly developed communication and policy evaluation skills, a working operational knowledge of water infrastructure financing and funding programs, the ability to manage multiple concurrent programs and projects, and well-developed supervisory acumen.
An understanding of the operation of State Government budgeting and legislative policy development is also useful.
The next Director will also serve as a motivated member of the Department's multidisciplinary senior leadership team, serving of this team.

Environmental Factors

Duties are performed primarily in a standard office setting or remote office environment.
Some in and out of state public speaking and attendance at meetings and hearings is necessary.
An incumbent must be able to deal effectively with stressful, sometimes nighttime public meetings where strongly divergent opinions are expressed.
Private means of transportation must be available for required travel.

Minimum Qualifications

Master's degree or higher in a physical or natural science, in public or business administration, in engineering, or in law AND four (4) years or more at or above a supervisory level in a field directly related to environmental conservation or natural resources management.

OR

Bachelor's degree in a physical or natural science, in engineering, or in a field closely related to natural resource management AND six (6) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING four years or more at or above a supervisory level in natural resources management.

OR

Associate's degree in a physical or natural science, in engineering, or in a field closely related to natural resource management AND eight (8) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING four years or more at or above a supervisory level in natural resources management.

OR

Ten (10) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING four years or more at or above a supervisory level in natural resources management.
