Overview

The Clean Water Initiative Program (CWIP) seeks a collaborative and creative problem solver with excellent data management and communications skills to support the program in "capturing, assessing, and communicating the progress and impact of clean water efforts"-a key component of CWIP's mission. The position will work as part of a team to develop, implement, and improve systems to track, report, and communicate clean water investments and results in the Vermont Clean Water Initiative Annual Performance Report. This position places emphasis on developing and implementing tools to support process improvement, data collection and quality control, and accessible scientific communication. Position relies on a foundational understanding of water quality science and data management best practices. This position will report to the CWIP Tracking & Accounting Supervisor and may include the potential to telework.

Job duties include:

Manage data to support tracking of investments, outcomes, and pollutant reductions associated with water quality restoration work in Vermont. Maintain CWIP data reporting standards, develop and implement process improvements, conduct quality assurance checks of data, and assist in the development of data visualization tools.
Lead development of resources and training materials to increase proficiency in clean water tracking, accounting, and reporting systems for end users of data management tools and procedures. Develop online tools, written materials, and live/recorded trainings focused on translating pollutant accounting methods and data reporting systems to a broad audience of partners and stakeholders in a manner that is accurate, accessible, and actionable.
Contribute to maintenance and implementation of accounting methods to estimate pollution reductions associated with clean water projects across all land use sectors. Includes coordinating interagency workgroups, methods development, drafting and publishing of standard operating procedures, and implementation of accounting systems.
Collaborate with supervisor to lead a team of internal and interagency partners to publish the Clean Water Initiative Annual Performance Report. Synthesize and visualize data, draft report narrative, and facilitate process development to meet emergent reporting needs.
Support crosscutting CWIP team functions and priorities related to funding initiative program design and Technical Project Management, as assigned.

Strong ability to coordinate work among multiple partners, including excellent meeting facilitation, negotiation, and interpersonal skills;
Commitment to incorporating environmental justice and diversity, equity, and inclusion considerations and practices into all work;
Skills in creative approaches to data management, synthesis, analysis, and visualization to support accessible communications; Demonstrated proficiency in communication, presentation, and training skills;
Excellent organizational, time management, project management, and workload prioritization skills;
Strong attention to detail;
Desire to be a team player with the capacity to take initiative and work independently;
Experience with Microsoft Suite and data management tools; and
Technical knowledge of diverse water quality related environmental restoration approaches.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
