SUPERVISORY MANAGEMENT & PROGRAM ANALYST

Summary You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST in the ORDNANCE OPERATIONS & TECHNICAL SUPPORT DEPARTMENT of NMCLANT YORKTOWN VA.
Responsibilities You will direct the Ordnance Operations and Explosives Safety Staff, supporting the operations of USFF, NMCLANT and all subordinate commands.
You will establish standards for ordnance storage, inventory, operations, and supply management and monitor performance across the Command.
You will perform comprehensive and independent review, analysis, and reporting of integrated ordnance management processes, systems, programs, and initiatives in response to unusual or unique problems or situations arising within the Command.
You will review advice on application of higher level policies, regulations, and procedures governing explosives safety, environmental, and industrial safety.
You will determine hazardous conditions and prescribes specialized methods and procedures to minimize risk to personnel, property and environment.
You will update Navy SharePoint and Navy correspondence as well as read and disseminate message traffic, and draft and release official message traffic on SIPRNET and NIPRNET platforms.
You will supervise civilian and contractor personnel ensuring the various technical support, oversight, coordination and responsibilities of the Department are properly organized and effectively carried out.
You will provide recommendations and advice to Navy Munitions Command Atlantic (NMCLANT) in the interpretation of new or existing regulations and standards to achieve mission objective.
Requirements Conditions of Employment Qualifications To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience functioning as the Technical Authority for Ordnance Storage and Ordnance Logistics operations by providing sustained technical support on ordnance storage, inventory and ammunition retail management policies and procedures for 21 subordinate Detachments of the Command.
Experience developing, monitoring, and coordinating the execution of programs and procedures related to ammunition stock point and retail ammunition management, and inventory and storage operations management for the Navy Munitions Command Atlantic (NMCLANT) and its subordinate activities.
Experience establishing command policies, procedures, guidelines, and monitoring Navy Munitions Command Atlantic (NMCLANT) FOS operations ensuring the technical elements of explosives/occupational safety, logistics, planning, transportation, long range workload planning, inventory management, and various integral elements of FOS are effective and compliant with Federal State, DOD, Navy and other agency regulations and requirements.
Experience in budget execution to include the Program objective Memorandum (POM) budget submission process.
Experience conducting explosives safety management program assessments at the unit and detachment level.
Experience developing and updating conventional ordnance/explosives handling qualifications and certification standardized training plans.
Experience demonstrating knowledge of the DOD Performance Management and Appraisal program.
