Duties
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Lead, initiate, plan and oversee performance/participation in liaison coordinated intelligence activities in partnership with the IC, U. S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information.
Lead and guide teams that will forward deploy to International Special Security Events (ISSEs) and provide reach back to National Counterterrorism Center (NCTC) network of resources. Develop operational plans for special events.
Lead, plan, and oversee all aspects of partner visits with leadership, to include advancing coordination with partners, developing meeting agendas, preparing leadership for meetings, developing Memorandum for Records, and monitoring the completion of follow-on actions.
Guide the planning, preparation, and presentation of briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies for senior leaders.
Build and manage the workforce based on organizational goals, budget considerations, and staffing needs. Ensure employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems.
Facilitate cooperation and motivate team members to accomplish group goals. Determine objectives, set priorities, and delegate work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Ensure staff is in compliance with established policies and regulations.
Liaise with NCTC and ODNI leadership to develop innovative approaches for engaging international partners on CT, and provide structured recommendations focused on achieving National Intelligence Strategy, National Security Strategy, and senior policymaker goals and objectives.
Guide and direct professional staff in the planning and presentation of briefings to interagency groups and senior leadership; attend and facilitate meetings with IC partners and country teams; interact with foreign liaison services at the discretion of the DNIR in-country; train IC partners assigned to support concept of operations for ISSE functions; contribute to after-action reports and lessons learned and incorporate best practices.
Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc. ) and provide a framework for managing the relationships between partners. Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners.
Lead the identification of intelligence resource gaps that are negatively impacting analysis efforts, and in collaboration with domestic or foreign partners develop and recommend strategies and procedures that are designed to reduce these gaps.
Lead, manage, and organize U. S. Government working groups, meeting, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.
Engage in and facilitate intelligence integration and effective coordination between the organization, U. S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and staff procedures.

Qualifications
Superior organizational, managerial, and leadership skills including strong interpersonal and negotiation skills as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders.
Extensive knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to counterterrorism issues.
Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners.
Superior knowledge of the mission, charter, roles and responsibilities of the ODNI, IC, and US Government agencies, as well as how these organizations can effectively cooperate in implementing international security plans and programs.
Superior ability to successfully lead senior-level interagency teams or bodies to achieve decisive results.
Superior ability to conceptualize and lead complex projects with little supervision and manage multiple, competing priorities.
