JOB SUMMARY:

Under generalsupervision, supports the development and implementation of the Water UtilitiesDepartment's infrastructure Asset Management Program following establishedprinciples, methodologies, and standards. Supports asset management data collection and processing. Manages asset management relatedprojects.

ESSENTIAL JOB FUNCTIONS:

• Provide ongoing support to sustain the Water Utilities Department's infrastructure asset management program following industry established principals, methodologies, and standards.
• Provide technical assistance with the implementation and maintenance of established standards, systems, and procedures to include, but not limited to:

1. Improve Asset reliability
2. Reduce Risk
3. Optimize the department's resources
4. Condition assessment standards
5. Preventive maintenance systems
6. Provide quality control for implemented key performance indicators to monitor and report performance of systems.

• Generate and review monthly performance reports.
• Monitor monthly performance.
• Manage asset management projects that include, but are not limited to:

1. diameter water electromagnetic assessment inspection projects
2. Large diameter sanitary sewer multi-sensor instrument assessments MSI inspection projects
3. Large diameter water electromagnetic assessment inspection projects

• Utilize asset condition and performance data to prepare data-driven renewal recommendations and projections for proposed capital projects.
• Using an established asset scoring system made for and by the Department.
• Monitor condition scores to help prioritize the renewal program.
• Review, interpret, and evaluate engineering drawings, studies, specifications, models, estimates and other technical documents.

• Ensure essential data is captured within the computerized maintenance management system (CMMS) and the geographic information systems (GIS).

• Knowledge of office and administrative practices and procedures.
• Knowledge of the principles and practices of civil, structural, and hydraulic engineering related to municipal surveys, plans and public works design.
• Knowledge of federal, state, and local laws and regulations pertaining municipal infrastructure.
• Knowledge of water and sanitary sewer utility asset management principles and best practices.
• Knowledge of utility operations including water/sanitary sewer, distribution, and collection systems.
• Skill in using PC Software including current Microsoft Office Suite of applications.
• Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
• Skill with organization and attention to detail
• Skill in interpreting and writing engineering reports and specifications.
• Skill in performing complex analysis of asset related information.
• Skill in communication techniques to deal effectively with information exchange and conflict/complaint resolution.

• A Bachelor's Degree in Civil Engineering from an EAC/ABET accredited program or related field.
• Four (4) years' experience in the field of Civil and/or Water Engineering.
• Possession of a valid Texas Driver's License (min. Class C).
• Registration as a Professional Engineer in the State of Texas, or the ability to secure
• Texas registration license within six months of employment in adherence is required.
• Texas Board of Professional Engineers reciprocity process.
• Asset management certification from the Institute of Asset Management (IAM) or Buried Asset Management Institute International (BAMI-I) or ability to secure within one year.
• Possession of a valid Texas Driver's License (min. Class C)
  
  PREFERRED QUALIFICATIONS:Knowledge, Skills and Abilities Required:
• A Master's Degree in Civil Engineering from an EAC/ABET accredited program.
• Knowledge of the methods, equipment and materials used in surface and underground construction and maintenance of water and sanitary sewer facilities.
• Knowledge of federal, state, and local laws and regulations pertaining municipal infrastructure.
• Knowledge of water and sanitary sewer utility asset management principles and best practices.
• Skills including but not limited to: spatial data analysis using ESRI GIS software, exploratory data analysis using Microsoft excel or software programming or scripting, and any exposure to developing data dashboards
