Duties

* Advises senior leadership on the entire range of accounting and financial matters, including internal control measures, and builds consensus among key stake holders in terms of strategies and methodologies.

* Provides expert guidance to the staff to execute functions in manner that facilitates achievement of strategic objectives.

* Makes recommendations to resolve challenges that can be undertaken with existing resource levels and advises on the impact of efforts that require additional resources.

* Defines jobs, select employees, and assign work. Recommends employee promotions and recognition; approves leave, implement performance modifications, and take corrective actions as appropriate.

* Provides management with authoritative interpretations of existing and proposed accounting policies, statutory and regulatory guidelines, and legislative proposals that impact operations and policy at the Center/Agency level.

* Acts as an expert on special projects, advising Center/Agency-level management on major accounting program issues.

* Leads key strategic cross-functional special projects designed to identify and implement best practices in all areas of accounting and financial control.

* Leads Center-wide/Agency-wide complex accounting and financial initiatives to devise new, more effective approaches for review, analysis, and validation of accounting and financial reports.

* Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

* Overseeing or managing a team of accountants performing financial activities;

* Providing technical oversight of financial management and/or accounting processes;

* Developing and implementing accounting practices and policies across an organization, business area or Agency

Education

Basic Requirement:

A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Have a combination of education and experience:

Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Your background must also include one of the following:

* 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

* A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

* Completion of the requirements for a degree that included substantial course work in accounting or auditing, e. g. , 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e. g. , valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that .
