Position Description

The IT Systems Program Manager position performs program management duties for information technology applications and resources utilized within the Information Technology Division of the Metro Nashville Police Department, including the Police Records Management system (RMS) and all associated applications, interfaces, and data exchange. Duties include project management and life cycle management of applications and systems, and other management of Information Technology resources.

Typical Duties

• Creates, manages and executes project plans to support ongoing needs of IT Services to the Police Department including; planning the stages of the project and how each stage affects both the technical and business areas; and identify and manage resource allocation and constraints.

• Tracks progress of Project Management Office (PMO) projects and compiles status reports to present to management.

• Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

• Collaborate with team to drive important business strategies to provide outstanding customer service, streamline processes, and meet financial goals.

• Communicate effectively with both technical staff and non-technical Police personnel; providing a mechanism to translate between the groups.

• Demonstrates expertise in the operations of Police functional areas and the role of technology to maintain and improve operational processes.

• Align PMO initiatives with broader business strategy and departmental goals.

• Collaborate in identifying and addressing gaps in service policies, practices, and procedures and the documentation of same.

• Communicates with customers to explore problem areas or opportunities for improvements.

• Leads effort across multiple functional and technical areas to research, develop and implement solutions to complex or difficult issues, and presents alternatives for discussion.

• Leads the creation and maintenance of standard practices, policies and procedures for operational and technical groups.

• Updates and improves communication and documentation within division.

• Utilizes industry best practices, techniques, and standards throughout entire project execution.

• Provides supervisory duties for the PMO and other IT (technical and non-technical) teams.

• May perform other administrative functions as needed.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Four (4) years of experience managing information technology (IT) programs, and two (2) years experience in a supervisory position.

Preferred Experience, Knowledge, Skills, and Abilities

• Project Management Professional (PMP) certification

• Knowledge of project management software tools and methodologies/principles/practices

• Proficiency with Microsoft Office Suite

• Customer service experience that utilized IT computer systems
