Major Duties ( )
You will serve as the principal expert advisor and Supervisory Workforce Relations Program Manager for Naval Information Warfare Systems Command (NAVWAR) and associated Program Executive Offices (PEOs).
You will manage a staff of personnel involved in assigned employee relations functions.
Supervise a staff of 3 or more Human Resource (HR) specialists and oversee the work of contractor support staff.
You will analyze, evaluate, develop, and implement major aspects of the HR management program in the areas of employee relations, performance management, and leave administration.
You will advise management on a wide range of difficult and complex employee relations concerns (leave and absences, hours of work, honorary and incentive awards, supervisory records, code of ethics), and telework/remote work.
You will advise on unemployment compensation, grievances/complaints/appeals, disciplinary and adverse actions, and physically restricted employees.
You will address fundamental workforce management issues that substantially change the human resources operational and policy programs of NAVWAR.
You will interpret interrelated HR issues; balance and integrate the differing positions of Echelon II and III organizations; research statutory and business precedents; and interpret and evaluate divergent information or data.
You will develop policy, operating guidance, regulations, and standards; establish new approaches and criteria for HR programs in the agency, which can serve as the basis for broader application.
You will conduct briefings on NAVWAR policy, concerns, and/or status at Department of Defense (DoD) level/ Department of the Navy (DON) meetings and/or conferences.
You will assign work to employees based on selective considerations such as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload.
Qualification Summary
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
preparing policies, plans, or programs related to workforce and/or employee relations to ensure quality and consistency throughout a major command; AND analyzing and interpreting employee relations regulations and policies to develop performance management, leave administration, telework/remote work, and awards instructions and guidance for an organization and its subordinate commands; AND drafting and finalizing discipline, adverse, performance-based, other third-party actions, grievances, and appeals for supervisors and management officials which meet all regulatory requirements with legal sufficiency; AND managing and evaluating the execution of human resources programs, and providing technical employee relations advice to management to resolve issues.
