We are accepting resumes for various site inspector positions to perform the tasks listed above in the Project Overview. The Site Inspector positions will be embedded within FEMA to provide technical assistance that may include:

+ Schedule and conduct site inspections with applicants, performs accurate quantification and detailed descriptions of disaster related damage, takes photographs and completes sketches of sites.

+ Engage technical specialists when appropriate throughout the process.

+ Obtain the applicant representatives agreement that all disaster-related damage was described and quantified correctly, provides the completed site inspection information in a timely manner, develops scopes of work using code and standard requirements, and works with the applicants to prioritize their projects and meets regularly on the status.

+ Evaluate applicant-provided cost claims for reasonableness to report to FEMA regarding claim eligibility.

+ Participate in and assist with the development of the final determinations while participating in regular FEMA meetings.

+ Performs other duties as required.

+ All Site Inspectors will use FEMAs Grants Manager system. ? FEMAs Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.

*Qualifications*

*Minimum Requirements:*

+ Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.

+ 8 years of experience in related field (with high school diploma or equivalent).

+ Must have technical knowledge?base?and experience in disciplines standard concepts, principles and techniques as well as in the design and/or construction of public infrastructure. Valuable skill types and experience include construction inspectors. ?

+ Must be able to pass a DHS/FEMA background investigation.

+ Strong Computer skills needed - position is 100% computer-based and work is completed through a web-based application

+ Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smart phone.

+ Must be able to commit to travel assignments for up to 1 year in duration. Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.

+ Must have a valid drivers license.

+ Must be financially able to support yourself while awaiting expense report reimbursements.

*Preferred Qualifications:*

+ Persons with construction-related experience a plus. ?

+ 8 years of experience in a related field (with high school diploma or equivalent).

+ Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMAs?PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.

+ Experience using FEMA Grants Manager.

+ Current DHS Public Trust clearance/badge.

+ Effective written and verbal communication skills with attention to detail.

+ Experience providing excellent customer service.

+ Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key disaster recovery issues and progress to resolution.

+ Flexible work style with the ability to immediately adapt to changing priorities.

+ Able to work independently, in a team environment and under stressful conditions with tight deadlines and able to handle tense situations diplomatically.

+ Demonstrated behavior of flexibility, adaptability, professionalism.

*Additional Considerations:*

+ This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. ?Work will be monitored and reviewed regularly.

+ The U. S. Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA) Personnel Security Division requires all disaster personnel to be U. S. citizens and be able to successfully pass a background investigation. Candidates will be required to disclose personal information including criminal records, credit issues, residential, employment, social and medical history.

+ The offer of employment is contingent on Task Order require.
