• Working Condition:
  Remote > This position can be fully remote with some requirements for in-person work. You must be living in the United States to qualify for remote work.

• This position is a project/grant Limited Duration (LD), full time, and represented by SEIU.

• This LD position is a project/grant position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

The person in this position will monitor subrecipient agencies to ensure compliance with CDBG-DR program standards and provide technical assistance to help ensure effective program delivery and quality services. Work directly with the Compliance team and Operations and Compliance manager and make recommendations for required improvements, corrective actions, and findings related to subrecipient program delivery.

Work collaboratively with all Disaster Recovery and Resilience program teams to identify needs for improvement in subrecipient program delivery and operations; this includes identification and sharing of best practices, subrecipient and contractor training, analysis of statewide program consistency, and adherence to multiple funders' program specifications, rules, and regulations.

This position identifies and provides external training and technical assistance for effective program delivery through the subrecipient service delivery system for state and federally funded CDBG-DR programs.

The position interprets appropriate rules and regulations and provides all programs partners with constructive feedback on program policy and direction.

This position works both independently and in team situations, within DRR and across the agency. This position must have a firm grasp on effective and professional communication across a variety of audiences both internally and externally. The position must maintain a sound general knowledge and understanding of programs administered by the Section. The person in this position must also keep apprised of the latest program techniques, program requirements/guidelines, and overall best practices to provide comprehensive supports to grantees/subrecipients.

Four years' experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. (Note:
some positions may require experience in a specific regulatory industry or program)

Note:
college-level course work may substitute for experience based on 45-quarter units per year, up to a maximum of three years.

• Background, training, and experience in reviewing grant compliance with 2 CFR 200.

• Experience with the planning, development, and implementation of state and federal compliance programs.

• Experience interpreting appropriate rules and regulation and provide all program partners with constructive feedback on program policy and direction.

• Developing recommendations for subrecipients to come into compliance with federal regulations.

• Drive to independently research potential solutions and make sound recommendations for corrective action.

• Ability to assess whether corrective actions by subrecipients meet federal requirements.

• Efficient and effective communication, including but not limited to program guidance, program manuals, interpretation of laws and rules/regulations, presentation, day-to-day contact with partners.

• Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
