SUMMARY:

Under the general supervision of the Director, Human Resources, the Associate Director, HR & Payroll develops, implements, and evaluates ongoing HR and Payroll policies and programs while ensuring compliance with applicable laws and regulations. The Associate Director, HR & Payroll will manage the full cycle payroll function and related pathways in the department.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Manages and oversees the daily workflow of the organization and subsidiaries to include several payroll frequencies.

Plan, direct and supervise all activities relating to the administration and maintenance of payroll. Develop, implement and control programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.

Assist the Director, Human Resources in the administration of other HR services as directed or assigned, including talent management, contract negotiation and administration, performance management programs, and employee relations in accordance with quality management principles and overall objectives of the organization.

Handles discipline, performance evaluations and termination of employees in accordance with company policy.

Develop, prepare, generate and analyze ongoing and ad-hoc special reports pertaining to employee personnel information and data, including issues such as benefits costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, compensation, etc.

Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could affect organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management and employees accordingly.

Keep stakeholders informed about the status of HR and payroll best practices, legislation and regulations.

Manage relationships with payroll and HRIS related vendors. Act as a liaison between vendor and the organization and provide any implementation or maintenance support.

Performs other related duties as assigned.

BASIC KNOWLEDGE:

  • Excellent verbal and written communication skills.

  • Thorough understanding of state and federal laws concerning employee benefits and payroll.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to function well in a high-paced and at times stressful environment.
  • Proficient with Microsoft Office Suite or related software.
EXPERIENCE:
  • Bachelor's degree in human resources or related field, or equivalent experience.
  • 3-5 years full cycle payroll and benefits management experience required.
  • 3-5 years of progressively responsible experience in human resources.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) current certification preferred.
  • Experience processing multi-state payroll
  • Experience with UKG and Paylocity required
PHYSICAL REQUIREMENTS:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to work on site full time.
