Job Summary

Assistant to Payroll Supervisor

Duties & Responsibilities
• Disburses preliminary payrolls to all departments; verifies completed preliminaries and run of checks.
• Processes payroll exceptions, employee deductions, and various changes to the Employee Master Records.
• Prepares payments of employees' deductions, withholdings, and benefits to the appropriate agencies.
• Prepares direct deposit and W-4 changes.
• Communicates with the Human Resources Department to ensure proper and timely entering of new hires, employee changes and terminations.
• Calculates end of service payments to ensure compliance with contractual and legal requirements for equitable distribution.
• Performs both routine and complex payroll tasks, such as entering data and managing files.
• Performs all duties related to processing returned checks and refund checks.
• Reviews records regarding deferred compensation, updates deductions weekly, and sends file to third party administrator.
• Reads memoranda of agreement, legal awards, grievance settlements and related binding documents to calculate and prepare accurate distributions.
• Performs all of the functions necessary in the absence of the Payroll Supervisor position.
• Prepares and processes City and School payroll from the PR53W through the PR198.
• Expedites bank verification forms.
• Prioritizes and reviews the work of payroll staff.
• Produces routine payroll reports and monthly, time sensitive unemployment reports.
• Provides quality customer service by demonstrating confidence, expertise and courtesy when answering questions and resolving complaints regarding payroll inquiries.
• Files and answers phones.
• Performs other related duties as assigned.

Minimum Qualifications
• High school graduate or equivalent, and a minimum of three years of progressively responsible experience working with databased payroll management in a medium to large organization with a complex, databased payroll management system; or an equivalent level of education and experience.
• Knowledge of the standards, methods and practices of payroll management and databased payroll systems.
• Must be able to manage a databased payroll system.
• Must be able to assist with the full range of payroll functions necessary to prepare complex City and School Department payrolls.
• Must work collegially with staff at all levels of the organization to address matters related to payroll management.
• Must be able to perform all essential functions of the job.

Training Requirements

Upon Appointment:
• Completion of Advanced Excel, Word and Outlook Training, and other departmental appropriate software within six (6) months of appointment.
• Must gain a working knowledge of departmental technology, database systems, operations, and procedures through-on-the-job usage and training within six (6) months of appointment.
• Customer Service Training
• Sexual Harassment, Sensitivity, and Diversity Training

Sustainment:
• Periodic training in customer relations, ethics, diversity/sensitivity training as required

The term "limited" means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
