The Assistant Chief Financial Officer is a vital partner to the Chief Financial Officer in overseeing all financial operations within the organization. This dynamic role encompasses responsibilities such as budgeting, financial reporting, accounting, and compliance with financial regulations at all levels. The Assistant CFO is instrumental in strategic financial planning and decision-making processes, ensuring fiscal transparency and accountability to enhance the organization's mission.

Key Responsibilities

Financial Management & Reporting
- Support the formulation of annual operating and capital budgets.
- Lead the development of comprehensive financial reports for internal and external stakeholders.
- Guarantee precision in financial forecasting, modeling, and analysis.
- Track performance against established budgets and recommend corrective measures when needed.
Accounting & Compliance
- Manage and guide the accounting team to maintain adherence to Generally Accepted Accounting Principles (GAAP).
- Oversee all accounting processes, including accounts payable, accounts receivable, payroll, and general ledger activities.
- Facilitate annual audits and ensure prompt resolution of any findings.
- Maintain compliance with all relevant federal, state, and local financial regulations.
Debt & Treasury Management
- Aid in the management of the organization's debt portfolio, including bond issuance and repayment strategies.
- Oversee cash management and investment approaches aimed at optimizing returns while minimizing risks.
- Ensure adherence to bond covenants and corresponding reporting requirements.
Strategic Financial Planning
- Work closely with senior leadership to craft long-term financial strategies in alignment with organizational objectives.
- Conduct thorough financial risk assessments and devise effective mitigation strategies.
- Support grant management activities, identifying funding opportunities while ensuring compliance.
Leadership & Collaboration
- Guide and mentor the finance team, fostering professional growth and accountability.
- Partner with other departments to embed financial considerations into operational decisions.
- Represent the Finance Department in engagements with stakeholders, including board members and regulatory entities.

Qualifications

Education:
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field (required).
- Master's degree in Finance, Public Administration, or related discipline (preferred).
Experience:
- A minimum of 7-10 years of progressive experience in finance, accounting, or connected fields.
- At least 3 years in a leadership or managerial position.
- Preferred experience in municipal finance, utilities, or public sector organizations.
Skills and Competencies:
- In-depth knowledge of GAAP, governmental accounting standards, and financial laws.
- Expertise in financial management software and tools.
- Outstanding analytical, organizational, and problem-solving abilities.
- Exceptional communication and interpersonal skills.
- A proven ability to lead and inspire a team in a collaborative setting.
