Directly oversees the development, implementation, and ongoing management of our comprehensive pretreatment program to ensure full compliance with local state, and federal regulations.
Maintains and regularly updates the Sewer Use Regulation and Enforcement Response Plan to stay current with regulations and program needs.
Ensures staff is conducting regular inspections and audits of industrial users to verify compliance with pretreatment standards and permit conditions.
Approves and issues notices of violation and compliance orders as needed to enforce regulations.
Develops and maintains a robust public education and outreach program, ensures clear and ongoing communication with sewer subdistricts, industrial users, restaurants, and the public to educate them on pretreatment requirements, pollution prevention, and best practices.
Reviews and submits, as needed, all required reports to regulatory agencies, including permit applications, monitoring reports, and annual reports.
Manages the industrial user permitting process, including permit applications, renewals, and modifications.
Coordinates with staff and internal departments to investigate and address system impacts from industrial discharges.
Works with the finance department to coordinate accurate billing for industrial, commercial, and other users, ensures alignment with pretreatment and usage requirements.
Identifies and implements software systems that improves efficiency in reporting, inspection, and data management.
Manages and implements continuous improvement efforts regarding updates to our SUR, permitting process, industrial pretreatment program, FOG, Hauled waste, and other user (commercial, domestics, etc.) programs.
Conducts long range planning, identifies, and thinks through unknown risk, manages program development, conducts literature reviews to support program initiatives.
Develops and implements strategic plans for the Pretreatment Program with the goals of reducing risks to wastewater operations, identifies unknown risks, and enhances how ReWa conducts business with pretreatment customers.
Ensures compliance with all applicable environmental regulations, including NPDES permits, Clean Water Act, Clean Air Act, and hazardous waste regulations by managing technical staff and providing regulatory guidance.
Develops, implements, and maintains effective environmental management systems to proactively minimize environmental impacts and enhances compliance effectiveness across all operations.
Manages and supports staff that conducts regular environmental audits and inspections to identify potential compliance issues and develops corrective action plans to address and mitigate potential risks.
Reviews and supports all required reports to regulatory agencies, including permit applications, discharge monitoring reports, quarterly reports, annual reports, etc.
Manages and implements continuous improvement efforts regarding our environmental compliance program, permitting and reporting process.
Stays informed on regulatory changes at local, state, and federal levels, proactively communicating updates to key staff and implementing necessary changes.
Thinks critically and strategically about emerging compliance issues to support long-range planning and improve regulatory resilience across operations.
Leads, mentors, and supports the pretreatment and regulatory compliance team to foster a collaborative, high-performance environment.
Provides clear direction, ongoing training, and opportunities for continuous learning to keep the team updated on regulatory changes and best practices.
Identifies and allocates necessary resources, including staffing, training, and equipment, to effectively meets program goals and supports team success.
Collaborates with Operations, Laboratory, Engineering, Finance, and other internal departments to ensures cohesive regulatory compliance and pretreatment efforts, provides technical assistance, and aligns resources to support program objectives.
Sets and communicates clear performance expectations for the team, conducts regular evaluations, and provides constructive feedback to promote accountability and maintain high standards.
Serves as the primary liaison with local, state, and federal regulatory agencies for compliance programs, pretreatment standards, inspections, reporting, and audits.
Develops and manages the department's budget to ensure efficient allocation of resources.
Monitors expenditures and identifies cost-saving opportunities.
Essential Skills & Experience:


Must possess a valid state driver's license.
Bachelor's degree in environmental science, Engineering, or a related field.
A minimum of five (5) years of experience in environmental compliance or wastewater treatment, with a strong focus on pretreatment programs and leadership.
In-depth knowledge of environmental regulations, including NPDES, Clean Water Act, and Clean Air Act.
Strong leadership and interpersonal skills to effectively manage a team and build relationships with stakeholders.
Excellent problem-solving and decision-making abilities.
Must have strong analytical and technical skills, including data analysis and report writing.
Proficiency in environmental compliance software and database systems.
