Under the direct supervision of the Executive Director this position is responsible for planning, implementation, monitoring/tracking, and inspection of all projects. The Project Manager will oversee all aspects of assigned projects and summarize progress to report to the Executive Director on the status of each project.
STANDARD QUALIFICATIONS:
All employees of Stockbridge Munsee Community must meet the following qualification:
1. Must submit to and pass a pre-employment drug and health screening.
2. Must be at least 18 years of age, unless otherwise stated on job description
3. Must maintain an acceptable departmental attendance record
4. Must be able to work weekends, nights and holidays
DUTIES:
1. Prepare, plan, and manage projects to completion. This includes effective communication, budget review, time requirements and compliance with relevant State/Tribal codes, policies, and procedures.
2. Reviews routine response proposals, bids, and contract modification; also prepares Requests or Proposals (RFP).
3. Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
4. Develop a schedule for project completion that effectively allocates the resources to the activities.
5. Host and lead the Core Planning Team to review the project schedule with all staff that will be affected.
6. Act as the main focal point of contact for all communications with law, finance, procurement, and other departments for resolutions of contract issues and disputes.
7. Identify, conceptualize, define, and analyze problems in terms of management and operational needs according to contract.
8. Develop forms and records to document project activities.
9. Set up files to ensure that all project information is appropriately documented and secured.
10. Monitor and document progress of the project with 3 party inspector to adjustments as necessary to ensure the completion of the project as outlined.
11. Establish a communication schedule to update identified project team including appropriate staff in the organization on the progress of the project.
12. Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
13. Work with legal counsel to ensure adherence to and consistency with current ordinance and policies.
14. Monitor budget projections and report actual budget and any variance to senior management on a regular basis (monthly/bimonthly)
15. Prepare and manage financial reports and supporting documentation for funders as outlined in funding agreements.
16. Responsible for working with the CFO to handle all purchase order requests, invoices, and pay requests from contractors.
17. Coordinate and document contract review progress meeting with identified project team from the start of the projects through final close-out, along with completing the final project evaluation for submittal to procurement.
18. Develop and write standard operating procedures related to project activities with the intent of improving operating efficiencies and maintaining internal control procedures.
19. Prepare monthly project status reports.
20. Evaluate the outcomes of the project as established during the planning phase.
21. Prepare final Punch List and warranty review to ensure that all AS-BUILT document procurement is satisfied according to contract.
QUALIFICATTIONS:
1. Must have a High School Diploma or G.E.D.
2. Must have a Technical Degree in Engineering or extensive experience in the construction/inspection industry. Candidate shall have a basic understanding of construction/inspection and surveying concepts.
3. Must have 2 years of project management experience.
4. Must have or be willing to obtain State of Wisconsin Inspection License (Housing&Building) within the first 4-6 months of employment.
5. Must be able to follow verbal and written directions.
6. Must have essential computer skills to include Microsoft Office Suite, and MS Project software.
7. Must be able to work under stressful situations on daily basis.
8. Must have demonstrated ability to maintain satisfactory working record in any prior or current employment.
9. Must be willing to attend all applicable training.
10. Must pass pre-employment drug and health screening. Must adhere to the Tribe's Drug and Alcohol Free Workplace Policy during the course of employment.
11. Must be eligible for coverage under the employer's liability insurance.
12. Must be able to meet physical requirements of position.
13. Must have a valid driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license within 30 days of employment if applicant has an out-of-state driver's license. Must meet and maintain the eligibility to operate a personal or tribal vehicle under the driver acceptability guidelines as established by Mohican Nation Insurance.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
1. This position requires sitting, standing, occasional stoop, kneel, crouch, climbing a ladder, being in tight spaces, and lift and/or move up to seventy-five (75) pounds.
