Position Summary: The Contracts Manager is responsible for negotiating contracts on behalf of the Volunteers of America Oregon in partnership with Program Directors and other organizational stakeholders. This role requires a high level of expertise in contract negotiation, as well as strong communication and organizational skills. The Contracts Manager will work closely with internal stakeholders, external vendors, and legal teams to ensure that contracts are negotiated effectively and efficiently. The Contracts Manager plays a critical role in ensuring that the organization's contracts are negotiated and managed effectively, minimizing risk and maximizing value. The ideal candidate for this role will have a strong background in contract negotiation and management, as well as excellent communication and organizational skills.

Compensation: $69,742 - $92,976/year (Depends on Experience and/or Certifications). This is a full-time position with excellent benefits! Education, Training and Experience:

• Bachelor's degree in business administration, communications, or related field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
• Minimum of 5 years of experience in contract negotiation and management
• Experience negotiating contracts with private and public organizations, with the ability to balance competing interests and reach mutually beneficial agreements
• Experience representing organizations with the ability to articulate complex issues clearly and concisely to express the interests of the organization
• Experience working with contract management software and database management
• Experience implementing relevant legal and regulatory frameworks, as well as contract negotiation and management best practices

Knowledge, Skills, and Abilities:

• Knowledge of applicable laws, legal codes, court procedures, precedents, government regulations, and other applicable information relevant to contracting
• Knowledge and ability to effectively utilize Microsoft Office suite (Outlook, Word, Excel, PowerPoint, and SharePoint)
• Ability to work with people of diverse backgrounds, cultures, and perspectives
• Ability to maintain strict confidentiality, including client confidentiality in a manner consistent with HIPAA, 42 CFR and other legal standards

Duties and Responsibilities:

• Act as the primary point of contact for negotiating various contract types, including but not limited to governmental, carrier, vendor, and other contracts. Initiate close-out, extension, or renewal of contracts according to best practices and VOA Oregon's contract policy and procedures.
• Assess contract requirements, special provisions, terms and conditions and work with organizational stakeholders to ensure compliance with agency practices and business procedures. Provide stakeholders with details of any significant changes in documents, requiring leadership review.
• Obtain and document all required internal supporting documents for each agreement, including insurance, indemnification, compliance, and internal approval documentation as required per the agreement and internal policy.
• Establish contractual processes and procedures in compliance with corporate policies, governmental laws, regulations, and standard industry practices, including the development of internal record and documentation processes.
• Perform risk assessments and mitigation within contractual agreements, terms and conditions, regulatory requirements, documents, processes, and procedures to identify and resolve of any contractual concerns. Effectively inform leadership on contractual risks and mitigation efforts.
• Collaborate with organizational stakeholders to review contract requirements, special provisions, terms, and conditions, and ensure adherence to agency practices and business procedures.
• Collaborate with organizational leadership to identify potential opportunities for new governmental, carrier, vendor, and other funding relationships and contracts.
• Collaborate with Grants Manager and Billing Director on funding opportunities.
• Maintain agency and provider credentialing with insurance companies and Coordinated Care Organizations.

Supervisory Responsibility: Position is responsible for the supervision of 1-2 other employees.

Schedule: This is a full-time position, Monday - Friday, requiring some evenings and/or weekends hours as needed.

Work Environment: Work is primarily performed in a professional office setting with moderate light and temperature.
