The Director Regulatory Compliance will lead a cross functional team that handles critical regulatory compliance programs throughout AmeriGas. The compliance responsibilities include Process Safety Management (PSM), Risk Management Program (RMP), Office of Pipeline Safety (OPS), and Department of Homeland Security (DHS) related activities.

This position will require ongoing communication with the AmeriGas Legal Department and assist as a liaison between AmeriGas and Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA), state agencies, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and others as required.

Duties and Responsibilities:

Communicate regulatory updates and risks associated with applicable agency regulations to AmeriGas Leadership Team.

Develop and maintain a regulatory management program to ensure consistent implementation of PSM, RMP, OPS, DOT and DHS initiatives across AmeriGas and to monitor compliance.

Maintain and communicate compliance related corporate Policies and Procedures and provide guidance/oversight to operations personnel.

Prepare and submit Jurisdictional Reporting for the company as required.

Review training conducted in the field and ensure employees have the required training and qualifications.

Ensure all OPS Evaluators are trained and qualified to conduct the evaluation and oversee quality of training.

Oversee the maintenance of the Operation and Maintenance (O&M), Operator Qualification Program (OQP), PSM and RMP documentation.

Work with Operations to budget major pipeline repairs, upgrades and establish capital projects as needed.

Oversee the qualification and hiring of outside contractors; includes OQP task qualifications.

Evaluate new or acquired systems to determine regulatory impacts.

Manage the budgeting, purchase, distribution, and training for specific equipment needed in the districts to support company-wide initiatives.

Conduct engineering field trials of new equipment and devices to determine their feasibility and maintainability in the field.

Provide technical support on operational systems and liaison with the Safety Department on a regular basis, including subject matter expertise.

Provide safety and technical support in emergency situations.

Review results of pipeline and safety audits and ensure corrective actions are completed in a timely manner.

Conduct trend analysis of audit findings and make recommendations for changes in the program, if needed. Coordinate changes with operations personnel.

Knowledge, Skills, and Abilities:

To perform this job successfully, an individual must be able to perform or be able to develop the skills and knowledge to perform each essential duty satisfactorily. The individual must have a detailed knowledge of the propane industry and/or pipelines and applicable standards, codes and regulations.

The individual must possess demonstrated leadership, coaching and development skills. The position requires demonstrated writing skills and the ability to communicate effectively to large groups.

Education and Experience Requirement:

Engineering Degree preferred, or a Bachelor of Science degree in a technical discipline. Alternatively, a minimum of 10 years relevant experience in the propane industry and/or pipelines may be substituted.

A minimum of five (5) years experience in the propane industry and/or pipelines required including management/supervisory responsibilities.

Have experience in the design, operation, and maintenance of propane pipeline systems, storage and distribution equipment.

Deep understanding and highly experienced in the application of AmeriGas ERP systems.

5+ years of experience managing a team of direct reports.

Working Conditions:

While performing the duties of this job, the employee is sometimes exposed to hazardous or caustic chemicals and outside weather conditions. The employee is sometimes exposed to moving mechanical parts and flammable materials. The employee is occasionally exposed to vibration. The noise level in the work environment is sometimes loud. The employee will be working in both office and external work environments.

The role requires willingness to travel, however, travel is moderate.

The pay for this position ranges from $132,000.00 to 193,000.00, depending on circumstances including an applicant's skills and qualifications, certain degrees and certifications, prior job experience, market data, and other relevant factors. Additional compensation includes eligibility to earn a performance-based bonus or commissions on completed sales.
