The Transit and Rail Division: Manages the New Mexico Department of Transportation (NMDOT) Park and Ride intercity bus service. Administers federal transit grant funding and programs. Provides technical and coordination assistance to public and private non-profit public transit systems. Administers federal transit grants used by the state's larger municipalities for public transit-related programs. Administers federal transit planning grants to Metropolitan Planning Organizations (Metropolitan Planning Program: Section 5303) and Statewide (Section 5304).

Administers flexible Federal Highway Administration funds used for transit purposes. Assists local governments to establish Regional Transit Districts (RTDs) and then assists the RTDs to plan, coordinate and implement service. Manages NM Rail Runner Express passenger rail service in partnership with the Rio Metro Regional Transit District. Provides support for commuter rail planning and operations for existing and proposed passenger rail service. Responsible for preparing and updating the New Mexico State Rail Plan. Manages the inspection, maintenance and improvement of NMDOT-owned railroad property. Applies for and administers Federal Railroad Administration grants. Manages the state-wide Highway-Rail Grade Crossing Safety Improvement Program (Section 130 Program). Manages permit process for new utility or roadway crossings within NMDOT-owned railroad property. Manages permit process for temporary occupancy of NMDOT-owned railroad property such as film production, construction access, or environmental monitoring/abatement.

Serve as the primary point of contact on all Transit and Rail activities for the department and executive management.

Increase the visibility of the Transit and Rail Division, and advocate for greater consideration of transit and rail needs, programs, and services.

How does it get done?

To serve as the lead NMDOT public transit and rail representative to NMDOT executive management and legislative issues.

To serve as the lead NMDOT public transit and rail representative for the agency with public, private and other state, interstate, federal, national agencies/organizations and lead the development/analysis of the Division's legislative program.

Oversight of federal grant funds received for Transit and Rail Division programs and compliance with federal rules and regulations associated with grant funds.

Manage relations with other transit and rail organizations, such as Amtrak, Burlington Northern Santa Fe (BNSF), Union Pacific (UP), Regional Transit Districts (RTDs), New Mexico Transit

Association (NMTA), Metropolitan Planning Organization (MPOs) and Regional Transportation Planning Organization (RTPOs).

Prioritize major projects with Rio Metro Regional Transit District New Mexico Rail Runner Express (RTD NMRX) assets and liaison with Rio Metro as appropriate, and advise on direction and goals, including but not limited to Positive Train Control, rail assets, facilities.

Other assignments as related to the management, operations, and administration of the Transit and Rail Division as needed and as directed.

Ideal Candidate

The ideal candidate will have preferred experience/education in the following areas:

A Master's Degree in any field of study from an accredited college or university and ten (10) years of
professional level management experience with a strategic impact directly related to transit and rail grant administration, operations, policy, regulations, and management with demonstrated expertise in funding and partnerships at the local, state and federal level.

Minimum Qualification

A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
