The Financial Control Division within the Department of Finance & Administration is the state's financial oversight body.

Why does the job exist?

The Mobile Chief Financial Accountant is the lead oversight, training and advisory accountant to state agencies and organizations (approximately 130) whose financial operations are overseen by the state. This senior-level position designs and coordinates state-level financial reporting and analysis, risk mitigation strategies, process improvements, and system configuration for varied and complex accounting situations, including modifying the State's ERP financial systems, and accounting for higher education institutions and state component units' data submissions. This position will be primarily responsible for agency outreach, training and temporary CFO assignments as needed across the state. This position will allow the department to deploy an accounting expert into the field temporarily to assist agencies with on-going issues to include the loss of the agency CFO.

How does it get done?

This position will be responsible for all accounting functions, training, outreach and temporary CFO duties as assigned by the agency. The position will be responsible for reporting to designated post of duties as determined by the agency to help with CFO duties, training, accounting functions and agency reorganization plans. This includes analyzing internal controls, preparing financial statements, fund reconciliations, reviewing staffing levels and all other accounting responsibilities as required.

Ideal Candidate

3-5 Years of accounting experience in the governmental sector. CFO experience preferred.
2-3 years SHARE experience
2-3 Years financial statement preparation experience in the governmental sector

Minimum Qualification

Bachelor's degree in Business Administration with a major/emphasis in Accounting. Five (5) years of experience in accounting to include a minimum of two (2) years preparing Comprehensive Annual Financial Reports or equivalent experience as governmental agency Chief Financial Officer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Working conditions include, but not limited to: Work is performed in an office setting. Frequent late hours, weekends, on-call and callback work may be required related to end-of-year financial reporting cycles. Travel may be required. Incumbent will frequently work under time constraints and is expected to maintain the highest level of professional conduct, ethics and confidentiality. Exposure to VDT's, CRT's or UV rays.
