The position exists to provide leadership, guidance, and coordination in all aspects of crisis services. This position will work with the Crisis Team to act as a crisis policy consultant and grant manager. Incumbent will provide technical assistance to providers and other stake holders concerning mental health policy, in addition to crisis services policy, utilizing clinical expertise regarding children and adults with mental illnesses and other co-occurring disorders. Incumbent will analyze expenditures, complete program evaluations, assess quality and recommend improvements to the service delivery. Incumbent will make recommendations for crisis services expansion and assist in the development of policy for the expansion of crisis services.

Domain of responsibilities include:

• Implement and maintain a statewide crisis system providing assessment and stabilization services for persons with mental illness and co-occurring substance use disorders. Implement clinical and rehabilitative services, ensure the implementation of mental health services policy through mental health provider training, technical assistance, evaluation and certification of treatment providers, and on-site treatment program reviews. Develop a sustainable crisis system.

• Manage behavioral health crisis grants and provide oversight of associated contracts. Monitor operations budget of crisis grants, be knowledgeable of all aspects of financial resources regarding grants and problem solve as necessary. Develop agency deliverables, write work plans, complete contract templates and any needed modifications/amendments. Meet all applicable federal, state and division requirements.

To ensure that individuals with a serious or serious and persistent mental illness are served commiserate with a serious health care need, representing the mental health division, act as the lead content expert in pre-admission Screening and resident review in conjunction with Substance Abuse and Mental Health Services (SAMHSA) best practices guidelines for crisis services. Develop a system for Mobile crisis services 988 contract and service's needs.

Minimum Qualifications

Three (3) years expert experience working for a mental health program.

Experience must include:

• Comprehensive knowledge of evidence-based practices related to development of treatment standards.

• Knowledge of county, state, and federal laws, rules, regulations, and guidelines pertaining to Medical Assistance and other state Medicaid programs.

• Program management and/or providing program technical assistance.

• Skilled at using MS Office Suite programs and video conferencing software.

• Reviewing clinical treatment and supervision documentations and treatment plans for accuracy.

• Program and caseload management.

• Capacity to train and articulate clinical applications and recommend effective interventions and assess needs.

*Bachelor's degree in social work, Psychology, Public Health, or another related fields may substitute for one (1) year of work experience.

*Master's Degree in Social Work, Psychology, Public Health, or another related fields may substitute for two (2) years of work experience.

Preferred Qualifications

• Variety of experiences working effectively with others from different backgrounds and cultures.

• Experience using continuous improvement tools and/or models.

• Experience in mobile crisis response.

• Experience working in grant management.

• Experience developing or interpreting policies.
