Under limited direction, the Deputy Director position assures effective and efficient operation of the agency and works closely with the Ombudspersons to achieve strategic agency goals. The position directs statewide plans affecting the state's complex, highly visible, and highly challenging child welfare system for serving Minnesota's children and families. The person in this position will represent the state and oversees operations in highly publicized situations to protect Minnesota's children and families, and promote the highest attainable standards of treatment, competence, efficiency, and justice. This position works closely with Ombudspersons across state agencies, across diverse stakeholder groups, and across service providers and other stakeholders, to champion the agency's mission, provide in-depth expert consultation, and direct an effective legislative strategy.

Job duties include, but are not limited to:

• Integrate and direct all short and long-term operational aspects of the agency.

• Provide state leadership and direct an integrated statewide approach and plan, to support the achievement of agency goals.

• Represent the agency in promoting, communicating, and directing the agency's priorities, strategic initiatives, and legislative strategy; and

• Serve as recognized state expert and oversee Ombudsman services for large-scale, highly- publicized, highly-
• sensitive government operations.

Minimum Qualifications

• Three (3) years of supervisory/managerial level experience in a small to medium-size organization that includes directing and assigning work, managing, and measuring performance.

• Knowledge or experience in child welfare and state and county social service operations (across all counties and varied systems), sufficient to oversee government operations, shape policy, administer programs, and provide expert consultation (e.g., to statewide leaders and policymakers)

• Experience setting priorities, realistic objectives, and establishing effective program implementation to assess progress and make corrective decisions.

Minimum Qualifications assessed at interview:

• Knowledge of strategic planning principles sufficient to guide critical resource and program activity decisions through stakeholder and political processes.

• Skills in conflict management to analyze and resolve ambiguous or controversial situations.

• Ability to provide guidance and problem-solving support to a variety of internal and external stakeholders.

• Skills in verbal and written communications sufficient to provide direction to staff, communicate effectively with stakeholders, and interpret and communicate complex information.

A bachelor's degree in public administration, social services, criminal justice, or a related field may substitute for one (1) year of experience.

Preferred Qualifications

• Knowledge of federal and state laws, rules, regulations, policies, programs, stakeholder groups, statewide services/systems, and local/state/national issues impacting children and families

• Knowledge of victim services public administration, social services, criminal justice, or a related field

• Advanced degree in public administration, social services, criminal justice, or a related field.

• Professional experience in the legislative processes, public policy analysis and program development.

• Experience working in a leadership position within a government office.

• Experience with government budgeting, accounting procedures, auditing, data practices, and internal security control requirements sufficient to direct budgetary preparation. administration of appropriate funds and IT data bases and systems.

• Knowledge of basic human resource policies, procedures, and labor contracts.
