Summary You will serve as the Director, Classification and Special Programs Department, Fleet Human Resources Office, Portsmouth Naval Shipyard, Kittery, ME.
Responsibilities You will advise employees and managers on the position classification process for complex positions such as engineers, scientists, high-level managerial responsibilities and jobs affected by new or emerging technology.
You will plan, organize, and direct the activities of the Classification and Special Programs Department to ensure compliance with legal and regulatory requirements and customer needs.
You will develop goals and objectives that integrate organization and mission-essential objectives.
You will advise on position management policies including supervisory ratios, job restructuring, and impact on position or employees with planned reorganizations.
You will provide oversight, advice and assistance on the processes and procedures of record management programs, and other productivity measurement and improvement programs.
You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.
Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE:
In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience must demonstrate the following:
Experience applying a wide range of Human Resources concepts, practices, laws, regulations, and policies to provide comprehensive advisory/technical services on organizational functions and work practices.
Experience using qualitative and quantitative techniques to identify, evaluate, and recommend appropriate interventions to solve complicated Human Resources issues.
Experience applying managerial and technical knowledge of classification and staffing to manage the classification and special programs and provide sound technical advice to employees.
Experience preparing and presenting data and information extracted from automated Human Resources databases to management.
Experience applying written and verbal communication skills to research and present findings in the area of Human Resources (Classification), develop trainings and prepare internal policies and written instructions.
