The Maine Department of Correction (MDOC) is seeking a highly organized and skilled individual to join our team as Grants and Contracts Manager. This is a fully funded position and not reliant on grants for continuation. The position will be responsible for seeking, applying for, and managing grants that support the development and expansion of rehabilitative programming. The successful candidate will oversee the administration and full lifecycle of contracts and grants, ensuring compliance with both state and federal requirements, including federal grants management regulations.

Responsibilities include grant and contract management, fiscal management, monitoring expenditures, internal and external consultation, coordination, auditing and performance evaluation, conducting regular audits and program performance assessments, review policies and procedures, and compliance and reporting. The background of well-qualified candidates may include but not be limited to having worked in correctional settings and an understanding of correctional operations, demonstrated knowledge and/or experience in applying for and managing federal grants and/or contracts, using JustGrants and Grants. gov, writing and managing contracts with providers, familiarity with federal and state procurement processes, and an understanding of Evidence Based Practices.

DESIRABLE KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of:

• Generally accepted accounting principles, auditing standards, procedures, and practices.
• Applicable laws, rules, regulations, policies, and procedures.
• Budgetary techniques, methods, and practices.
• Financial administration and contract/grants management.
• Administration and implementation of statewide and program policies and initiatives in support of agency goals and objectives established by executive management.
• Policy development and practices to ensure clear and actionable financial management.
• Data processing and information services, training methods, and techniques.

Ability to:

• Manage programs involving contracting a wide variety of services.
• Analyze issues, reach logical conclusions, and make sounds decisions.
• Develop and present new policy initiatives and implement changes and establish and maintain effective working relationships.
• Conduct special studies, assignments, and prepare correspondence and reports.
• Direct, oversee, and supervise the work of assigned employees.
• Clearly and effectively communicate verbally and in writing.
• Use applicable computer programs.

MINIMUM QUALIFICATIONS:

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
An eight year combination of education, training, and or progressively responsible experience in procurement support, contract/grant compliance.
