REPORTS TO: Manager, Construction

DEFINITION: Manages the planning, organization, and direction of an office of professional employees that oversees the construction of complex school facility improvement projects. Assists the Manager Construction during the development and implementation of the annual capital budget as it relates to the cost of the construction of these school facility improvement projects. Assists the Manager Construction in supervising, directing the work of, providing technical leadership to, and evaluating the construction management team of engineers, architects, project managers, and other office staff.

EXAMPLES OF DUTIES:

Supervises the construction of complex school facility improvement projects. Supervises the construction management teams that will manage and process the construction for compliance with the construction documents, applicable codes, technical integrity, policies, procedures, and standards as set forth by the Board of Education of Baltimore County. Consults with the Manager Construction regarding adherence to contract documents, schedules, and costs, and interpretation of codes, and regulations.
Consults with the Manager Construction regarding staff assignment of the construction management team to administer project management through construction and closeout. Consults with the Manager Construction regarding the development and the preparation of the annual Capital Budget and the regular reconciliation of the capital financial accounts.
Provides final level review of construction change orders, Requests for Information (RFI's), and contractor requisitions during the construction phase. Reviews account funding to maintain budget projections. Assists the construction managers in the coordination with contractors and field personnel to implement changes.
Administers and reviews contracts, contract interpretation, construction documents, and claims related to ongoing projects. Reviews contracts for adherence to contract documents, schedules, and costs.
Coordinates efforts of various Baltimore County Public School divisions as they relate to capital projects. Resolves issues which affect the interests of Baltimore County Public schools. Provides advice and guidance to management and staff regarding engineering and capital improvement matters.
Assists the Manager Construction with the evaluation and interviewing of potential consultants for construction management and inspection services. May be a panel member on consultant selection committees.
Works with county, state and federal agencies, including the Interagency Committee on Public School Construction and the Department of General Services. Collaborates with consulting engineers, architects, and others to investigate and resolve engineering matters.
Travels to and inspects construction sites, offices, and schools throughout Baltimore County, as needed.
Works with the other Senior Supervisors to improve production and the quality of product.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, or related field is required.
Ten years of progressively responsible experience in construction management.
Five years' experience at a supervisory level.
Experience in public K-12 education preferred.

Licenses and Certifications:

Possession of a license as a Professional Engineer or Architect in Maryland is preferred.
Possession of Certified Construction Manager accreditation is preferred.
Possession of a LEED professional accreditation is preferred.

Comprehensive knowledge of engineering theory.
Comprehensive knowledge of the principles and practices of engineering design.
Comprehensive knowledge of capital project management, including contract administration and budget preparation.
Comprehensive knowledge of CADD.
Skill in the design and review of capital projects.
Skill in writing complex reports, memos, and other correspondence.
Skill in the supervision of professional and technical staff.
Skill in solving complex engineering and design problems.
Skill in the drafting and review of engineering plans.
Skill in the operation of computers to perform design work and conduct engineering studies.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively.
Ability to manage confidential information effectively.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class includes travel throughout Baltimore County in the inspection of capital project sites. Accesses sites in both pre and construction conditions including but not limited to crawl spaces, roofs, attics, boiler rooms, penthouses, mechanical rooms and other limited access spaces. Requires walking, standing, and climbing at job sites. Requires the use of ladders to access sites and the ability to access limited access spaces. Work includes the operation of office equipment, including personal computers.

CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. Work involves frequent interruptions, deadline pressure, and confrontational situations.

GRADE: Grade 09 on the BCPS OPE 12 Month payscale

SALARY: $95,138 - $150,025
