Job Title - Program Manager (mid)

Job Summary - The Project Manager II will support the National Institutes of Health (NIH) Institutes/Centers (ICs) by managing projects from planning through delivery, ensuring that all stakeholders, including cross-functional teams, external vendors, and NIH Cloud providers, are aligned to meet project goals. This role will provide crucial project and program management services that help NIH ICs optimize their use of Cloud resources to support mission-critical activities.

Key Responsibilities -

• Project Planning & Execution: Develop and maintain project plans, including charters, timelines, task allocations, and milestone tracking. Ensure alignment with NIH's Cloud-related objectives and the statement of work (SOW) requirements.

• Stakeholder Communication: Liaise between project members, cross-functional teams, external vendors, and other stakeholders to communicate deliverables, requirements, timelines, costs, and changes.

• Scheduling & Tracking: Utilize appropriate tools to plan and track project tasks and milestones. Communicate schedules and changes to all stakeholders in a timely manner.

• Resource Allocation: Allocate resources, including personnel, budgets, and hours, and adjust as necessary to ensure timely completion of project deliverables.

• Risk Management: Monitor project progress, identifying at-risk tasks, and developing mitigation plans to ensure timely delivery of project goals.

• Documentation & Reporting: Prepare and maintain agendas, meeting notes, and project summaries. Maintain quality assurance documentation and comply with NIH's Enterprise Performance Lifecycle (EPLC) framework.

• Facilitation & Meetings: Plan and facilitate project meetings to align the team with project objectives, providing meeting agendas and minutes for executives and other stakeholders.

• Compliance & Standards: Ensure that all project activities adhere to NIH standards, including cloud operations, cybersecurity policies, and relevant performance lifecycle processes.

• Transition Support: Develop and manage Transition-In and Transition-Out plans in line with NIH's requirements when necessary, ensuring smooth handover between contracts and service providers.

• After-Hours Support: Provide after-hours support when required, responding to production-level changes and security incidents as directed by NIH Cloud and Security teams.

Qualifications -

• Bachelor's degree in a related field or equivalent experience.

• 8 years of experience managing IT projects, with a focus on cloud services preferred.

• Experience working with interdisciplinary teams and managing complex, technical projects.

• Familiarity with Cloud service operations, particularly within government agencies.

• Project Management Certification (PMP or similar) preferred.

• Experience with project management tools (e.g., Microsoft Project, Jira, etc.) to plan, track, and report on project status.

• Knowledge of risk management, resource management, and reporting best practices.

• Strong interpersonal and communication skills, with the ability to liaise effectively between technical and non-technical stakeholders.

• Project plans, charters, and detailed timelines.

• Regular progress reports and risk management documentation.

• Transition-In/Out plans as required by NIH contracts.

• Quality Assurance Plans within specified deadlines.

Compensation and Benefits

The projected compensation range for this position is $165,000 to $195,000 per year benchmarked in the Washington, D.C. metropolitan area. The target salary is $180,000. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
