Outer Cape Health Services (OCHS) provides a full range of healthcare and supportive social services that promote the health and well-being of all who live in or visit the ten outermost towns of Cape Cod. Primary Purpose of Position:

Reporting to the Director of Operations, the Healthcare Access Specialist at Outer Cape Health Services is an advocate for MA state residents who are uninsured and seeking insurance, and facilitates access to healthcare, WIC, and referrals to local community resources, providing case management as required. The incumbent will ensure health center reimbursement for services provided to low-income, uninsured patients.

Essential Functions:

Advocate for patients and community members, facilitating access to public and private healthcare programs, SNAP, WIC, Sliding Fee Discounts, other federal, state, community programs and resources to benefit the overall well-being of the patient or community member.
Understand the general policies, facts, and benefits of subsidized and non-subsidized health insurance programs under the Affordable Care Act and Massachusetts state health insurance programs.
Educate, screen, and provide application, enrollment, and post enrollment assistance for patients and community members needing insurance and other programs and resources, often requiring case management.
Ensure health center reimbursement for services provided to uninsured patients. Counsel patients and staff to maximize patient's insurance benefits, minimize limitations, while maximizing reimbursement.
Maintain an accurate patient record in the electronic medical record, Epic, to reflect evolving insurance eligibility status, re-classing of encounters, and keeping an accurate patient demographic record.
Maintain accurate in-house tracking systems of client contact, enrollment and assistances statistics for grant and administrative reporting.
Attend all Massachusetts Health Care Training Forums, including web and phone-based trainings, to maintain knowledge base and disseminate information, as required, to staff and clients.
Perform outreach through personal contact, print, or public speaking to inform the community of healthcare program availability.
Build relationships of trust, particularly with sometimes difficult to reach community members, by removing barriers and encouraging consistent primary healthcare and other needed services.
Other duties as assigned

QualificationsRequirements and Qualifications:

Associate's degree required; BA/BS a plus.
2 - 3 years' experience in health care, public health, or social service field.
Certified Application Counselor (CAC) accreditation or willingness to take the certification and continue to keep it up to date. Working knowledge of the CAC accreditation curriculum and ability to obtain CAC accreditation required. Must keep all certifications up to date.
Experience in Epic a plus.
Bi-lingual English/Spanish helpful.
Demonstrated proficiency with MS Office applications especially Word, Excel, and PowerPoint.
Demonstrated ability to appropriately handle and manage confidential and highly sensitive information and communication.
Demonstrated ability to make independent decisions, establish priorities, and escalate items, as appropriate, in a busy work environment.
Demonstrated ability to work effectively both as a team member and independently.
Demonstrated ability to work in a culturally diverse and inclusive environment.
Organized and detail-oriented; ability to multi-task and reprioritize as necessary.
Excellent interpersonal skills.
Excellent communication skills in written and verbal English.
Reliable transportation to travel to the assigned site and to the other sites, as needed.

Physical Requirements:

This is a sedentary job by nature. Requires being able to sit and/or stand for long periods of time as well as the ability to use and computers and a phone. May need to travel to multiple sites in a day.

Internal and External Contacts:

Interfaces regularly with employees, patients and other community members in person, on the phone & through email.

This position reports to the Director of Operations
