POSITION TITLE: Home Repairs Coordinator

LOCATION: 393 Main Street, Greenfield

STATUS: Non-Exempt

SUPERVISOR: Director of Energy Programs

POSITION SUMMARY

Complete home assessments to identify home stabilization, safety, and repair opportunities. Select and arrange contractors to perform home stabilization and repair tasks to make homes safer for at risk residents throughout Hampshire County and Franklin County, and the North Quabbin area. Manage the HUD Grant; including recruiting/coordination with an occupational therapist. Seek out and manage municipal home repair grants, such as the Greenfield and Northampton Grants.

ESSENTIAL RESPONSIBILITIES

  1. Manage and respond to funding sources per the grant agreements.
  2. The primary liaison with funding source.
  3. Oversee multiple contracts, conduct regular required reporting and compliance requirements
  4. Coordinate assessments of residential buildings for home stabilization/healthy homes upgrades.
  5. Create job specifications that comply with funding source requirements and building codes.
  6. Project oversight including in-process and final quality control inspections; ensure proper billing and documentation from all contractors.
  7. Provide client education and information about other energy efficiency programs, and all other programs within the agency.
  8. Maintain work and billing records.
  9. May be required to obtain certifications not yet identified.
  10. Occasionally attend after hour "Aging in place" fairs and events
  11. Use of multiple databases; internal for tracking purposes, external databases set by the funders.
  12. Conduct residential baseload energy audits according to funding source regulations including the installation of Led bulbs and determining whether appliances qualify for replacement as needed.
  13. Attend mandatory trainings that are a requirement of HUD OAHMP Program including multi-day trainings out of state.
  14. Attend regularly scheduled supervision meetings, team meetings, and mandatory agency trainings, attend any other relevant trainings, and participate in professional development activities.
  15. Obtain Certified Aging in Place Specialist (CAPS) certification within the first 6 months training is available and maintain certification.
  16. Obtain Lead Safe renovator and training certificate with 6-months of employment and maintain certification.
  17. Obtain certification in healthy homes within first year of employment and maintain certification.
  18. Maintains strictest client confidentiality.

Key Knowledge and Experience:
  • Experience working with marginalized communities and individuals with low incomes
  • Experience involved with residential energy audits, including assessment of Building Shell, Health & Safety and Home Heating Appliances
  • Experience with data management, data capture, tracking methods and analysis for outcome measurements
  • Experience directly performing minor home safety modifications.
  • Understanding of the house-as-a-system approach to weatherization and home improvement: interrelationships among heat transfer, solar gains and losses, heating system performance, comfort, durability, safety, etc.
  • Knowledge of vermiculite, Knob & Tube, mold/mildew/allergen, etc. , mitigation
  • Knowledge and effective application of Funding Source rules and guidelines for the expenditure of Energy Efficiency, Weatherization, and other relevant funds
  • Knowledge of local, state and federal building codes, building design and construction, and inherent problems associated with older housing stock and multi-family homes
  • OSHA 10 training/certification.
  • Construction Supervisors License.
  • Computer skills: E-mail, Microsoft Office applications, data entry and energy modeling software programs
To Qualify
  • Minimum Qualifications/Transferable Skills:
  • Must have own reliable transportation for traveling throughout the agency and program's service area.
  • Three years' experience performing in home energy and/or health related assessments.
  • Three years' experience in contract oversight and compliance.
  • Certified Aging in Place Specialist (CAPS) or obtain within the first 6 months training is available.
  • Lead Safe renovator and training certificate or obtain within 6-months of employment.
  • Certification in healthy homes or obtain within the first year of employment.
