Supplemental Qualification:

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Two years of licensed engineering experience.

2. Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph. D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e. g. , as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Examples of Work

This highly responsible, professional position utilizes technical skills and the application of scientific principles along with other technical expertise in the prevention and control of communicable disease transmission related primarily to drinking water. Many tasks are of a highly specialized, complex, technical nature requiring extensive training and experience that in many instances must be performed in the absence of supervision. In addition to a thorough knowledge and understanding of engineering principles, a working knowledge of other complex scientific subjects such as microbiology, epidemiology, toxicology, organic chemistry, inorganic chemistry and computer science.

Job duties include but are not limited to:

• Serving as the engineer regional manager and supervising two subordinate engineers

• Conducting surveys and evaluations of water and wastewater facilities using specialized public health engineering expertise to ensure protection of the public health and compliance with Federal and State Laws and regulations

• Performing Investigations, surveys, and evaluations of complaints from the public associated with improper operation of water supply and wastewater facilities requiring public health engineering expertise. Directs/performs enforcement surveys to identify and city deficiencies and violations in Public Water Supplies

• Performing review and approval of highly technical engineering plans and specifications for proposed water and wastewater facilities submitted by engineers and architects, as required by the State Sanitary Code and other local, state and federal laws, rules, and regulations.

• Providing functional supervision and technical assistance to consulting engineers, architects, sanitarians, water and wastewater operators and public and elec.
