The Division of Emergency Management is hiring a Program Coordinator that coordinates activities ofstakeholders engaged in implementation and administration of the Urban Search and Rescue (USAR) programobjectives. Collaborates with USAR program participants and stakeholders on planning, implementing, andmonitoring of provision of program services.

Job duties include but are not limited to the following:

Coordination with relevant authorities and agencies to deploy the Urban Search and Rescue (USAR) team swiftly and effectively through out the Commonwealth.
Provide leadership and supervision within the Incident Command System (ICS) structure, to assist in coordinating activities by providing direction and guidance to operational personnel during emergency response operations to implement and administer program objectives.
Collaborate with other sections within the USAR team by attending professional meetings, civic meetings or other meetings to gather or distribute program or technical information.
Facilitate seamless communication and coordination of efforts.
Coordinate the allocation and utilization of resources, including personnel, equipment, and supplies, to ensure optimal response capabilities during emergencies.
Coordinate activities of stakeholders engaged in implementation and administration of program objectives.
Oversee the training and development of operational personnel, conducting drills, exercises, and simulations to enhance readiness and proficiency in response activities.
Supervise staff and team members during day to day operations and also during incidents.
Develop and implement operational plans, strategies, and objectives in alignment with overall goals of USAR team and emergency management protocols.
Conduct ongoing assessments of operational environment.
Gather and analyze relevant data to inform decision-making and resource allocation.
Perform in-depth analysis of program support needs.
Recommend policy and procedural modifications.
Maintain accurate records of operational activities, including incident reports, resource usage, and personnel assignments, to facilitate post-incident analysis and reporting.
Write comprehensive program status reports for executive and managerial superiors.
Foster positive relationships by facilitating communication and outreach with local communities, stakeholders, and partner agencies, promoting awareness of USAR capabilities and building trust in emergency response capabilities.
Ensure the use of best practices, methods, messaging, and guidance tools for community outreach and engagement.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
