• The Kansas Intelligence Fusion Center (KIFC) Senior Analyst performs analysis in support of operations. In coordination with KIFC staff and the KIFC Privacy Rights/Civil Liberties Officer, the Senior Analyst is an integral part of the team to fulfill four primary duties: (1) developing accurate threat assessments; (2) raising key leader awareness of relevant threats and disruptive trends/dynamics; (3) assisting Kansas leaders in decision making and the development of effective long-range strategies to best protect life, economic security, and individual freedoms; and (4) mentoring teammates and developing analysts.

• The Senior Analyst will participate in the focused analysis by KIFC partners and experts across a wide spectrum of agencies and disciplines to include: the Intelligence Community; Military/National Defense; Law Enforcement; Critical Infrastructure; Bioscience/Agriculture/Health; Information Technology/Cyber; Research/Innovation; and Commerce/Trade. The overall goal is the defense of Kansas against terrorism, foreign malign activities, and vulnerabilities of complex systems critical to state and country. The Senior Analyst will complete any continuing education requirements for certifications and attend training as required.

• The employee will follow rigorous procedures and methods to protect the integrity of unbiased analytical methodology, civil liberties, and maintain the hard-earned trust of senior leaders and the public. The Senior Analyst is expected to perform all analytical duties with minimal supervision due to their topical experience and advanced training. Additionally, the Senior Analyst is expected to be able to train and mentor any Analyst in all facets of their duties.

• The work performed by this position is of a highly diverse and complex nature, characterized by a broad range of activities and rapidly changing dynamics. Given the consequences of KIFC's responsibilities, missteps typically tolerated in a routine work environment cannot be allowed. Clear analytical thought, attention to detail, sound judgement, and a strong ethical orientation are vital for the successful execution of duties and mission completion.
• The Kansas Homeland Security Advisor and senior state leaders heavily rely on products produced by the KIFC to defend against threats, focus finite resources, and develop long range strategy. Team failures can produce highly consequential negative outcomes
• Additional duties as assigned by the KIFC Director.

• Education: Graduation from an accredited four-year college or university with course work that features analytical rigor, quantitative or qualitative research techniques, problem solving and/or critical thinking, or equivalent experience.
• Formal training and at least 24 months of intelligence analysis experience in a governmental, military, or critical infrastructure/key resource environment. Demonstrated ability to understand complex systems, procedures, and technologies critical to the KIFC partners and the citizens of Kansas

• Licensing & Certification: Possess or can possess an appropriate government security clearance level with the ability to access required information. The employee is required to protect classified information and materials in accordance with applicable federal security directives. Duties will require the employee to work within a Sensitive Compartmented Information Facility (SCIF).

• Special Qualifications: State any additional qualifications for this position that are necessary either as a physical requirement of an incumbent on the job, a necessary special requirement, a bona fide occupational qualification (BFOQ) or other requirement that does not contradict the education and experience statement on the class specification. A special requirement must be listed here to obtain selective certification.

• Preferred Experience: Demonstrated experience in successfully supporting multi-agency/multi-discipline teams in complex and challenging settings.
• Graduate or advanced study or comparable experience in the intelligence or homeland security fields.
• Knowledge of the Intelligence Community's roles, responsibilities, and the interaction/integration of their systems, policies, and procedures.
• Familiarity with the dynamics of maintaining the integrity of intelligence analysis processes, while simultaneously delivering effective public engagement.
• General knowledge of both foreign and domestic asymmetric warfare and terrorism.
• Knowledge of critical infrastructure systems, architecture, design, maintenance, and operation.
• Working knowledge and/or operational experience in biodefense (agriculture/bio-threats/health), counterterrorism and/or national security activities.
• General knowledge of cyber warfare threats and computer network attack tactics, techniques, and procedures as well as the strategic impact of U. S. cyber/internet/communication systems and the critical infrastructure dependent on those systems.
• Authoritative knowledge of State and Federal statutes regarding intelligence oversight and the protection of civil liberties, including but not limited to 28 CFR Part 23, Executive Order 12333, and DoDM 5240. 01
• Familiarity with basic project management tools and concepts.
