Compensation:

Annual Salary Range: $75,000. 00 - $83,000. 00

Note: Salary can vary depending upon education, experience, or qualifications.

Position Summary & Responsibilities:Fiscal Services Manager

The Office of Financial Management (OFM) is comprised of the following teams: Budget Team, Fiscal Services Team, and the State Agency Service Center. OFM administers the Master Lease Purchase Program and the Statewide Cost Allocation Plan.

The Fiscal Services Manager leads assigned accountants, ensures established standards of continuous quality improvement are met, and provides leadership for excellent customer service, every time, at all levels of the organization.

The fiscal service section provides accounting services to all offices within the Department or Administration. Fiscal service accountants are knowledgeable of each office's operations and must know the statutory responsibilities of each office. Services include entering contracts, creating requisitions and payments, deposits, employee reimbursements, general ledger entries, reconciling procurement card transactions and travel and expenses. This unit coordinates the development and submission of the Department's budget and provides an agency wide perspective on policy, revenue, and expenditure issues. This unit is involved in the development of the various rates charged to other state agencies for internal services.

Oversees the day-to-day operations of the DofA Fiscal Department. Maintains proper internal control by approving and releasing transactions in SMART. Ensures services are completed in an accurate, professional, service-oriented, and timely manner. Responsible for the supervision of multiple accounting positions to include duties of: stays abreast of their work, develops an effective workflow, plans initiatives, provides a work environment conducive to quality performance, facilitates good working relationships and professional development, provides feedback, conducts training and formal performance reviews, approves leave, participates in recruitment activities, and maintains good communication with all staff members.

Provides technical accounting advice in the design, development and business processes to assist division staff, management and agencies In accordance with state law, regulations and established policy. Accurately completes other duties and accounting tasks as in order assigned/needed to attain an efficient completion of the overall unit workload by interpreting general instructions given and applying self-initiative to complete assignments on a timely basis.

Develops, prepares, and analyzes data in SMART and provides reports to executive managers of agencies they serve. Reports complex anomalies to the Director of the Office of Financial Management.

Participates in a variety of special projects, tasks, and events as designated by the Director, to promote and foster a collaborative team atmosphere for executing duties that flow from the Office of Financial Management.

Minimum Qualifications:

Three years of experience in planning, organizing, and directing the work of a department, program, or agency. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

Bachelor's degree in Accounting or Finance.
