The Idaho Department of Lands (IDL) has one (1) opening for a Division Administrator, Operations .

This is a non-classified position. This position is a full-time, benefitted position located at our Coeur d'Alene Staff Office or the Director's Office in Boise.

Salary Range is $57. 00/hour +DOE and includes a competitive benefits package.

This position is a non-classified Division Administrator within the Department of Lands (IDL) reporting to the Deputy Director, Resource Management. IDL seeks talented people committed to delivering our land management, regulatory, and assistance missions and preparing IDL for future natural resource challenges.

The incumbent is a member of IDL's executive leadership team and assists the Director, Deputy Directors, and other Division Administrators with strategic planning, budgeting, and overall program planning, prioritization, and direction. This position plans, directs, leads, and coordinates field operations at area offices where programs including fire suppression, timber management, range management, mineral leasing and regulatory, navigable waters, private forestry, forest practices and more are delivered. The incumbent is responsible for directing, committing, coordinating, and acquiring resources to achieve performance measurements critical to the State Board of Land Commissioners. Results are achieved through two Regional Operations Chiefs, ten Area Managers, and approximately 175 additional staff.

Minimum Qualifications:

Experience managing professional staff; analyzing management and program problems,

identifying alternatives and recommending and implementing solutions; preparing and making

presentations to groups.

Desired Qualifications:

Graduation from a full four (4) year college with a bachelor's degree related to the position responsibilities and five (5) years of related experience; or, ten (10) years of successful and progressive related experience of such a nature as to enable the applicant to perform his or her duties successfully at the professional level.

Knowledge, Skills, and Experience:

• Knowledge, skills, and ability to carry out the responsibilities of the position as described above.

• Experience directly related to one or more programs similar to those within IDL.

• Significant professional training in land management laws, principles, and strategies.

• Knowledge of a wide variety of natural resource programs sufficient to establish the credibility necessary to lead professional natural resource staff.

• Ability to establish a clear vision for programs within the position's responsibility and guide staff towards efficient implementation.

• Proven experience with management practices, organizational development, and performance management.

• A track record of demonstrated leadership, vision and innovation for delivering results, building accountability for staff, and creating a positive work environment.

Special Requirement:

• Travel up to 30%.

• Occasional long shifts and weekend work.

• Valid Driver's License.

Examples of Duties:

Administration:

• Sets division priorities and goals.

• Provides for adequate resources and staffing levels in the division.

• Develops division budgets, controls expenditures, and projects income.

• Coordinates work assignments and ensures effective communication among division staff.

• Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues; recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations.

• Directs preparation of information and testimony provided to legislative committees.

• Analyzes impact of legislation on division programs.

• Prepares issue analyses and/or audit responses.

• Directs divisional strategic planning and evaluation efforts.

• Ensures conformance to department planning activities, guidelines and requirements; monitors progress relative to plan implementation and recommends actions necessary to ensure achievement of strategic goals.

• Plans and coordinates a variety of special administrative projects and assignments.

Leadership:

• Sets expectations for performance standards.

• Provides coaching and feedback.

Management:

• Sets objectives and determines priorities among areas.

• Directs various programs through Operations Chiefs and Area Managers.

• Evaluates effectiveness of programs to ensure objectives are met.

• Provides technical assistance to staff in program development.

• Directs preparation of reports on program progress.

• Reviews and prepares legislation.

• Hires and trains Operations Chiefs and Area Managers.

• Ensures compliance with statewide reporting requirements.

• Coordinates assigned activities with other department operations.

• May represent the department on state and national committees, task forces, and associations.

Public Relations:

• Makes presentations to the State Board of Land Commissioners.

• Liaison between staff and other state and federal agencies.

• Advocates department programs and legislation to the state legislature and federal agencies.

• Provides information and promotes department services to the media, various officials, special interest groups and the publi.
