Summary

You will serve as a INFORMATION TECHNOLOGY PROGRAM MANAGER (POLICY AND PLANNING) in the IT Business Division, IT and Cyber Security Office of PEARL HARBOR NSY AND IMF.

Duties

You will implement solutions to improve the effectiveness of the organization's mission programs, applications, systems, and business processes.
You will develop and monitor short- and long-range plans based on prioritized mission needs, mandates and anticipated changes of the organization.
You will provide technical advice and assistance to customers on potential IT solutions to meet user requirements.
You will perform cost-benefit analyses to project potential Return on Investment (ROI) associated with implementation of certain proposals, or to assess risk involved in innovative systems and applications of new technologies or techniques.
You will plan and conduct in-depth analyses and studies of IT program objectives to determine existing as well as new IT solutions and systems are adequate and properly applied to achieve program objectives.
You will serve as the principal technical point of contact for assigned IT programs.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This is a Cyberspace Workforce position, work role code PROGRAM MANAGER, proficiency level ADVANCED, the incumbent is required to obtain and maintain qualifications in DoDM 8140. 03 Cyber Workforce Qualification and Department of Navy policies.
Work is performed in areas where potentially harmful physical and chemical agents are present (e. g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying program management methods and techniques (e. g. , budgeting, resource management, timeline and task management) to identify and mitigate Information Technology (IT) program problems, optimize program effectiveness, and meet organizational objectives. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
