This position is located in Tallahassee or Orlando, FL
The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office (SWO), the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, 'Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida' along with our vision of, 'Leading the Profession in building prepared and resilient communities'.
Position Overview and Responsibilities:
This position is in the Bureau of Mitigation at FDEM. The Bureau of Mitigation manages three Federal grants as well as one state of Florida grant to assist in reducing or eliminating the loss of life and property by lessening the impact of disasters. The Engineering Lead is responsible for coordinating/managing technical assignments in research of construction prices, materials, estimates, projects design, and topographic plans. Conduct peer reviews on Mitigation projects or performing other comparable field or office work.
Specific duties include the following:
Perform Advance Benefit-Cost analysis applying engineering information and methodologies related to the Hazard Mitigation and Resilience Programs.
Conduct trainings on how to review project applications to assure feasibility and compliance with Hazard Mitigation and Resilience Programs.
Conduct trainings on how to review design plans for consistency with federal guidance related to hazard mitigation and resilience criteria.
Review engineering designs/construction plans for feasibility and compliance with hazard mitigation and resilience criteria.
Analyze and interpret engineering data, solve problems relating to engineering, and perform technical engineering site visits to provide final decision on complex issues.
Coordinate the verification of information on building construction for residential and commercial construction requirements for Coastal A and V-Zones and drainage improvement systems for the engineering team.
Conduct advance technical Benefit-Cost presentations to special purpose workshops and seminars.
Provide technical engineering support to programmatic areas during workshops and seminars.
Provide status reports on projects underway and oversees project timelines.
Monitor engineers that have been assigned to special projects providing technical assistance to sub grantees on project issues, including the monitoring of interim and final inspections.
Oversees damage assessments team to identify the severity and magnitude of infrastructure losses due to disaster events.
Conduct training for sub grantees and co-workers on Hazard Mitigation Grant and Resilience Programs issues.
Coordinate trainings with state and federal agencies on project review.
Coordinate with FEMA Region IV staff on developing state procedures for conducting engineering reviews and benefit cost analysis.
Provide technical assistance to applicants before application submittal and after award.
Coordinate engineering review meetings with subgrantees to help determine appropriate p rojects, conduct local site inspections, and review potential projects.
Provide technical assistance for advance engineering aspects on complex project.
Monitor Engineering Specialists and providing technical assistance on project issues.
Assign Engineering Specialists to project reviews.
Ensure Standard Operating Procedures are up to date and accurate.
Provide training to new employees.
Advises higher level management on problems and complex engineering reviews.
Performs other duties as assigned to include disaster duties as a result of presidentially and nondeclared disasters.
Knowledge, Skills, and Abilities:
The incumbent for this position should possess the following:
Advance knowledge of the terminology, principles, and analytical techniques of engineering and building construction for residential and commercial, architecture, or other related disciplines.
Advance knowledge of the Florida Building Code.
Ability to inspect facilities and stormwater systems to identify problem areas.
Ability to conduct trainings on how to review grant applications to assure they comply with applicable federal, state, and local engineering, building construction for residential and commercial, and architecture policies, as governed by federal and state laws and rules.
Ability to conduct advance Benefit Cost Analysis training to different type of audiences, including but not limited to federal, state, and local agencies.
Ability to coordinate technical assistance from engineers to state and local governments and other entities on storm and wastewater design, building design, and construction and program related issues.
Ability to conduct advance program presentations and training workshops; good verbal and written communication skills.
Ability to communicate effectively to all levels of government concerning projects and program issues from the engineering standpoint.
