All positions at the NM Public Education Department are based in Santa Fe, however some may operate through our Albuquerque office based on home address and space availability.

School Budget Bureau:
Responsibilities of the School Budget:
Reviews, analyzes, and approves all charter and district budgets
Monitors the distribution and use of nearly half of the state's General Fund appropriations each year
Provides school finance information to the legislature, the federal government, the general public, and other interested parties
Additional services:
Maintains the Manual of Procedures for Public School Accounting and Budgeting
Provides technical support and training for school district and charter school business personnel
Helps develop the public school support appropriation recommendation
Collects and analyzes student membership data.

Why does the job exist?

This position in the PED School Budget Bureau ensures effective oversight and management of funding for a portion of the state's 89 school districts and 99 charter schools, which collectively handle over $4 billion in expenditures. Primary duties include administering the State's public school funding formula, reviewing budgets and financial reports, and providing technical assistance on finance and budgeting using state laws, rules and regulations. The role also supports critical functions like managing Board of Finance suspensions, emergency supplemental funding oversight, and assisting with cross-training within the bureau. This position ensures fiscal accountability and supports the integrity of the state's education funding system.

How does it get done?

The key job responsibilities include:
1. Budget Review and Analysis: Review, analyze, and recommend approval of school district and charter school operating budgets, ensuring accuracy and adherence to deadlines. Tasks include
technical assistance, training, and presenting budget analyses.
2. Financial Data Evaluation: Analyze financial data such as membership projections, STARS data, training and experience (T&E) index data, and emergency supplemental funding needs. Provide
timely recommendations and responses to management inquiries.
3. Report Monitoring and Compliance: Ensure timely submission and accuracy of financial reports, including BARs, cash transfers, and bonding certifications. Identify and resolve discrepancies
before subsequent reporting periods.
4. Independent Specialized Tasks: Perform specialized assignments independently, such as serving as a budget analyst for new charter schools, conducting training, and handling additional duties
beyond standard expectations.
5. Support Duties: Assist in verifying statewide data such as SEG membership and other financial certifications as needed.

This position supports the general public, school districts, charter schools, the New Mexico Legislature, The New Mexico Public Education Department and other State agencies.

Ideal Candidate

The ideal candidate has experience in budget analysis and oversight and financial problem-solving. They ideally can analyze, review and approve operating budgets, including addressing discrepancies and ensuring compliance and demonstrate a proven ability to assist school districts and charter schools in financial stress by assisting in developing strategies to address and resolve
fiscal challenges effectively.

The ideal candidate should also have skill and abilities in data verification and accuracy, adaptability under pressure, technical proficiency and communication and collaboration.

Minimum Qualification

Bachelor's degree in Accounting, Finance, or Business Administration and four (4) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
