About the Position
Do you consider yourself a technical program expert in wastewater management and feel confident in your construction and plan review ability? Come use your skills to safeguard the public interest as an Environmental Specialist Senior!
As an Environmental Specialist Senior, you'll provide the technical review of complex plans for onsite wastewater treatment facilities under construction, remodeling, or under capacity review. You will usually be the first to see new treatment technology and be exposed to new wastewater management concepts relating to the Program's various permit types.

We Require
Three years of experience in environmental program management, environmental planning, environmental compliance, or a directly related field
Bachelor's degree in Environmental Health, Microbiology, Entomology, Chemistry, Food Science, or a closely related field with thirty (30) semester hours of Natural, Physical, or Applied Science coursework
Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis

Experience developing and delivering technical training material
Knowledge of Public Water System components
Knowledge of the Safe Drinking Water Act, Ground Water Rule, and other drinking water regulations
Experience in keeping relationships with other agencies and stakeholders
Job Contributions
Assume Drinking Water Program lead in coordinating complex projects requiring input and evaluation by the compliance and engineering (Subdivision and/or Treatment Programs) groups. An example of a project requiring involvement by multiple Programs would be one proposing the combined utilization of surface water and groundwater sources for public water system (PWS) distribution with a required Lead and Copper Rule assessment
Responsible for the sanitary survey of Maricopa County's most complex public water systems (PWS); Perform public water system operation and compliance plan reviews
Serve as the Program's technical expert for Lead and Copper Rule, Backflow Prevention/Cross Connections, Surface Water Rule, and complex water treatment technologies. Provide technical guidance to staff to ensure Program standards, policies, Maricopa County Environmental Health Code, Arizona Revised Statutes, and Arizona Administrative Codes are followed
Ensure that all final approval documentation has been received, reviewed, and processed in accordance with the Arizona Administrative Code and state-delegated responsibilities
Train Environmental Health Specialists to understand public water system operation and plan review procedures needed to ensure public water system compliance with the Safe Drinking Water Regulations
Draft operation compliance and plan review guidelines, standard operating procedures, and proposed modifications to the Maricopa County Environmental Health Code and Arizona Administrative Code during periods when rules are under review
Draft website, database, Program applications/forms, and customer communications based on Program needs and supervisory requests. Ensure electronic media stays current with Program, regulatory, and current events
Attend and participate in professional meetings, board meetings, conferences, and other environmental program-related functions
Working Conditions
Work will occur in an office and field environment
While performing the duties & responsibilities of the job, employees may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations
Position is subject to atmospheric conditions: Fumes, odors, dust, mists, gases, or poor ventilation.
As assigned, attend and participate in professional meetings, board meetings, conferences, and other environmental program-related functions
Drive a personal or county vehicle or provide appropriate transportation to various work-related sites
Exerting 20-25 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly
Registered Sanitarian (RS) in good standing with the Arizona Department of Health Services at the time of hire or within one year of hire date
Must possess orhave the ability toobtain a valid Arizona driver's license by the time of hire
