The Director, Product Development has significant accountability for the competitive positioning of our health and dental plan portfolios, including core value propositions most likely to attract key federal employee and annuitant market segments and audiences. This includes portfolio driven strategies related to our supplemental programs such as wellness rewards initiatives and our VEBA-led value-add programs. This person is also responsible for developing and nurturing critical stakeholder relationships both within GEHA and with external strategic business partners and is responsible for leading a team of product managers.

SKILLS

Key Duties

Develop and socialize the overarching value proposition of GEHA's FEHB and FEDVIP plans to inform a cohesive and robust portfolio meeting the diverse needs and expectations of the federal employee, military retiree and annuitant population; with an initial focus on developing and implementing the overall product strategy for our dental products and for the VEBA plan, aligning it with the organization's goals and needs of plan participants.

Drive delivery of new product launches, from idea stage, to implementation, and post-implementation review.

Develop continuous process for ideation generation, concept evaluation and product life cycle modeling to deploy new and evolving VEBA supported offerings to GEHA members as competitive differentiator.

Collaborate with key stakeholders and strategic vendor partners to extract actionable information from available data points to monitor plan and program effectiveness such as established metrics, goals and KPI's;

Collaborate cross-functionally to create effective, accurate and consistent product messaging across all communication tactics and mediums including print and digital.

Develop and enhance vendor relationships through business interactions and outreach.

Stay informed about industry trends, competitor offerings, and regulatory changes that may impact the FEDVIP and VEBA plans.

Explore new markets for expansion to assist with differentiating GEHA's product offering for our members, focusing on FEDVIP and VEBA plans.

Responsible for the development of business cases to support additional/ongoing investment in existing products and the development and implementation of new products, programs, features and benefits.

Provide leadership and direction to a team of product professionals that creates and maintains plan specific value propositions to convey their purpose and role with both the FEHB and FEDVIP portfolios including hiring, onboarding, development, coaching which results in high levels of engagement and successful delivery of key initiatives.

Requirements: Education and Experience

Requires a bachelor's degree in marketing, business, communications or equivalent field, additional relevant experience may be considered in lieu of education

Requires 10+ years of health care or health insurance related experience, that includes a minimum of 5+ years of people management experience

Experience developing and implementing successful product visions & strategy

Requires in-depth, technical experience with health care product development

Experience in cross-functional collaboration on complex programs in a dynamic environment

Requires the ability to work independently

Demonstrates sound business judgement driven by data / analytics, influenced by primary consumer research

Demonstrates creativity in solutioning when data / analytics are unavailable to support decision making

Requires excellent verbal, written and relational skills

Requires analytical and logical reasoning skills

Proven track record working with both internal and external users & stakeholders to develop & deliver on winning product roadmaps

Preferred:

MBA or advanced degree

Experience in managing or developing dental or other ancillary products

Work-at-home requirements

Must have the ability to provide a non-cellular High Speed Internet Service such as Fiber, DSL, or cable Modems for a home office.

A minimum standard speed for optimal performance of 30x5 (30mpbs download x 5mpbs upload) is required.

Latency (ping) response time lower than 80 ms

Hotspots, satellite and wireless internet service is NOT allowed for this role.

A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Please note that the salary information is a general guideline only. GEHA considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

The annual base salary range for this position is $155,708 - $219,492 USD.
