The Deputy Director of Finance assists the Chief Financial Officer in managing all financial operations of the Narragansett Bay Commission (NBC). This role includes oversight of budgeting, financial reporting, accounting, treasury, debt management, and ensuring compliance with federal, state, and local financial regulations. The Deputy Director of Finance plays a key role in strategic financial planning and decision-making, fostering fiscal integrity and accountability to support NBCs mission.
Key Responsibilities
Financial Management & Reporting
Assist in the preparation of annual operating and capital budgets.
Oversee the development of financial reports for internal and external stakeholders, including regulatory bodies and grant agencies.
Ensure accurate financial forecasting, modeling, and analysis.
Monitor performance against budgets and recommend corrective actions as necessary.
Accounting & Compliance
Supervise accounting staff and ensure adherence to Generally Accepted Accounting Principles (GAAP).
Oversee accounts payable, accounts receivable, payroll, and general ledger activities.
Coordinate annual audits and ensure timely resolution of findings.
Ensure compliance with all federal, state, and local financial regulations.
Debt & Treasury Management
Assist in managing NBCs debt portfolio, including bond issuance and repayment strategies.
Oversee cash management and investment strategies to maximize returns while minimizing risk.
Ensure compliance with bond covenants and reporting requirements.
Strategic Financial Planning
Collaborate with senior leadership to develop long-term financial strategies aligned with organizational goals.
Conduct financial risk assessments and develop mitigation strategies.
Support grant management activities, including identifying funding opportunities and ensuring compliance with grant requirements.
Leadership & Collaboration
Provide guidance and mentorship to the finance team, fostering professional development and a culture of accountability.
Collaborate with other departments to ensure financial considerations are integrated into operational decisions.
Represent the Finance Department in meetings with stakeholders, including board members, regulatory agencies, and community partners.
Qualifications
Education :
Bachelors degree in Finance, Accounting, Business Administration, or a related field (required).
Masters degree in Finance, Public Administration, or a related discipline (preferred).
Experience :
Minimum of 7-10 years of progressively responsible experience in finance, accounting, or related fields.
At least 3 years in a leadership or managerial role.
Experience with municipal finance, utilities, or public sector organizations preferred.
Skills and Competencies :
Strong knowledge of GAAP, governmental accounting standards, and financial regulations.
Proficiency in financial management software and tools.
Exceptional analytical, organizational, and problem-solving skills.
Excellent communication and interpersonal skills.
Ability to lead and motivate a team in a collaborative environment.
