POSITION OVERVIEW
Under direction of the Human Resources (HR) Director, the HR Specialist will carry out various responsibilities associated with employee benefits and services. The Appoquinimink School District is comprised of over 1,700 employees and 21 schools.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:

  • Ensures the accuracy of all benefits enrollments to provide vendors with accurate eligibility information
  • Assists with new-hire orientations
  • Keep detailed records of employee insurance information. Performs quality checks of benefits-related data
  • Assists employees regarding benefits claim issues and plan changes
  • Distributes all benefits enrollment materials and determines eligibility
  • Uses software programs to enroll employees with carriers and process life status changes
  • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries
  • Responds to inquiries from managers and employees relating to enrollments, plan changes and contribution amounts
  • Oversee the employee benefit enrollment process. Assist with the annual open enrollment
  • Provides necessary reports for allocation/billing charges
  • Interpret, explain and apply applicable Federal and State laws and regulations and District policies and procedures
  • Interpret, explain, and apply applicable Collective Bargaining Agreements
  • Complete various and miscellaneous tasks and reports associated with employee recruiting and hiring, onboarding, licensure and certification, etc.
  • Respond in a timely manner to requests for information and assistance
  • Maintain ongoing communication with employees, administrators, state agencies, etc.
  • Maintain an organized office and protect sensitive/confidential information
  • Plan and coordinate office workflow to meet departmental performance objectives and ensure operational efficiency
  • Perform advanced data and document processing functions in automated systems
  • Work collaboratively to support the overall functions of the Human Resources Department
  • Access, retrieve and store records according to established file systems
  • Complete special or cyclical projects/reports and additional tasks that reflect the nature of the actual work assignment
  • Respond to walk-in, e-mail and telephone inquiries and resolve related issues
  • File documents as needed
  • Other duties as assigned
MINIMUM QUALIFICATIONS
Below are the qualifications for this position:
  • High school diploma required
  • Bachelor's degree in Human Resources or a related field preferred but not required
  • Five or more years of any combination of secretarial/administrative assistant work experience and/or Human Resources experience preferred but not required
  • Demonstrates a customer service-oriented mentality
  • Knowledge of all State of Delaware benefit programs, including retirement plans, insurance coverage and pension program preferred but not required
  • Strong general knowledge of technology and the ability to use various programs (ie Microsoft Office, Google Drive, Adobe, etc. )
  • Familiarity with applicable computer databases/programs: Payroll Human Resources Statewide Technology (PHRST), Data Service Center (DSC), Frontline preferred but not required
  • Possess a desire and ability to work in fast paced environment
  • Willingness and availability to work a differentiated and flexible schedule as needed Knowledge of secretarial/administrative assistant techniques, office procedures and business procedures
  • Demonstrates ability to make decisions, to work under pressure, and to exercise good judgment, discretion, and confidentiality in performance of duties
  • Ability to coordinate workload and to multi-task to meet established schedules/deadlines
  • Demonstrates pleasant, cooperative attitude, and excellent interpersonal skills
  • Demonstrates good attendance record
  • Demonstrates effective written and verbal communication skills
  • Ability to work with a diverse group of people with unique and varying needs for assistance

The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

The work of this class is generally performed in an office environment.

  • All persons employed by the Appoquinimink School District are required to submit a criminal background check and a tuberculosis test.
  • Anyone offered employment is required to provide the following: proper identification (Social Security Card and Driver's License), documentation of eligibility for employment in the U. S. A. , completion of I-9 form, and completion of paperwork for the Delaware Child Protection Registry.
