Location: This position is in-person and is based in Washington, D. C. and employees must be based in or near Washington, D. C. for the tenure of their employment.

Salary: $64,050 (minimum)- $67,253 (maximum) annually. Salary scales are determined by a Collective Bargaining Agreement.

This position is covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

POSITION OVERVIEW:
PartnersGlobal is seeking a Procurement and Contract Associate (Finance Associate) to support the procurement and contract management activities of PartnersGlobal that receive U. S. Government (USG) funding. The role requires knowledge of 2 CFR 200 (Uniform Guidance) to ensure procurement and contract activities comply with federal regulations, donor requirements, and organizational policies. The Associate will work closely with internal teams and external vendors to facilitate efficient and compliant procurement and contracting processes.

DUTIES AND RESPONSIBILITIES:

Responsibilities include but are not limited to:

Procurement Support:

• Assist in the development of procurement plans in alignment with program needs and donor regulations.
• Facilitate procurement processes, including drafting Requests for Proposals (RFPs), evaluating bids, and coordinating approvals.
• Ensure all purchases and contracts comply with 2 CFR 200 requirements, focusing on cost reasonableness, fair competition, and proper documentation.
• Maintain and update procurement records, ensuring they are audit-ready and meet organizational and donor standards.

• Support the preparation, review, and execution of vendor contracts and agreements.
• Monitor contract terms, milestones, and deliverables to ensure timely fulfillment.
• Assist with amendments, renewals, and close-out processes for contracts and agreements.
• Ensure compliance with donor and organizational policies, including those related to allowable costs, conflict of interest, and ethical practices.

• Conduct vendor research and due diligence, including compliance checks with SAM. gov and other debarment lists.
• Maintain a vendor database and ensure all vendors meet compliance and quality standards.
• Serve as a liaison between the organization and vendors, addressing inquiries and resolving issues as needed.

• Ensure procurement activities align with 2 CFR 200 (Uniform Guidance) and specific donor requirements, such as USAID or Department of State guidelines.
• Assist in preparing regular procurement and compliance reports for internal stakeholders and donors.
• Support internal and external audits by providing accurate documentation and responding to queries.

• Provide support for staff training on procurement policies and compliance requirements.
• Assist in developing and distributing templates, checklists, and guidance documents to streamline procurement and contracting activities.

• 1-3 years of experience in procurement, contract management, or a similar role in a non-profit or government-funded environment.
• Familiarity with 2 CFR 200 (Uniform Guidance) and USG funding regulations required.
• High-level proficiency in MS Excel. High-level proficiency in MS Office applications (Word, Outlook, PowerPoint) required.

• Basic knowledge of procurement processes and federal compliance requirements.
• Strong organizational and time-management skills, with attention to detail.
• Proficiency in Microsoft Office Suite.
• Effective communication and interpersonal skills, with the ability to interact professionally with diverse stakeholders.
• Analytical skills to evaluate bids, contracts, and vendor performance.
• Ability to multitask and prioritize in a fast-paced environment.
